As used in this article, the following terms shall have the meanings indicated:
CURBSIDE
From any structure, a point at the side of a Township- or state-maintained roadway abutting the property, or from a structure abutting a private roadway, a point at the side of the private roadway, provided the owner has issued a waiver for collection vehicles to travel along the roadway for collection.
YARD WASTE
Leaves, branches and brush, grass clippings, and natural Christmas trees. Yard waste does not include flowers, loose soils, sod, food waste, plastics and synthetic fibers, lumber, construction debris or materials, wood or tree limbs over four inches in diameter or noxious weeds.
A. 
All residents of Patterson Township and all commercial, industrial, and educational establishments located in Patterson Township shall separate all yard waste from municipal solid waste and recyclables.
B. 
Branches and brush shall be tied in bundles not to exceed two feet by two feet by four inches and left at curbside from May through September on such dates as are announced by the Township from time to time.
C. 
Leaves shall be left at curbside during the months of October and November on such dates as are announced by the Township from time to time. Leaves must be separated from all other yard waste, including grass clippings, regardless of whether mulched or not.
D. 
Christmas trees shall be left at curbside during the month of January on such dates as are announced by the Township from time to time.
E. 
Grass clippings shall be bagged and left at curbside during the months of May through September on such dates as are announced by the Township from time to time. Grass clippings must be separated from all other yard waste and placed in biodegradable paper bags.
Commercial, industrial, and educational establishments within Patterson Township shall be exempt from the requirements of this article if they provide for composting of yard waste by some means other than the Patterson Township curbside collection. To be eligible for this exemption, the commercial, industrial or educational establishment must provide an annual report to Patterson Township, on a form provided by the Township, of the total number of tons composted by the establishment.
Any person found in violation of this article shall, after receiving one warning, be subject to a summary offense and a fine to be set by the District Court of not more than $1,000, plus costs of prosecution, and, in default of payment of such fine and costs, to imprisonment in the county jail for a period not to exceed 30 days.
