As used in this article, the following terms shall have the following meanings indicated:
RECYCLING CENTER
The Township recycling center located at 1599 Ross Hill Road, Beaver Falls (Patterson Township) Pennsylvania 15010.
YARD WASTE
Leaves, branches and brush, grass clippings, and natural Christmas trees. Yard waste does not include flowers, loose soils, sod, food waste, plastics and synthetic fibers, lumber, construction debris or materials, wood or tree limbs over four inches in diameter or noxious weeds.
A. 
The Township recycling center is open to Township residents who obtain an annual keycard or keypad code and pay any applicable fees as established by the Board of Commissioners.
B. 
The Township recycling center shall be open during hours established by the Board of Commissioners.
C. 
Residents shall obtain an annual keycard or keypad code from the Township for access to the Township recycling center. Keycards and keypad codes may only be shared with resident relatives of the same household. Fees shall be set from time to time by the Board of Commissioners.
D. 
All yard waste deposited at the Township recycling center must be separated and placed in the designated location.
E. 
The Board of Commissioners may expand the list of items to be collected and recycled at the recycling center at its discretion.
A. 
Nonresident, commercial and municipal entities may be given access to the Township Recycling Center to dispose of yard waste by resolution of the Board of Commissioners.
B. 
Nonresidents shall be required to obtain an annual keycard or keypad code and pay a fee to be established from time to time by the Board of Commissioners. Keycards or keypad codes may only be shared with resident relatives of the same household.
C. 
Commercial and municipal entities shall be required to obtain an annual keycard or keypad code and pay a fee to be established from time to time by the Board of Commissioners. Keycards and keypad codes shall not be shared with any other entity or person.
Any person found in violation of this article shall, after receiving one warning, be subject to a summary offense and a fine to be set by the District Court of not more than $1,000, plus costs of prosecution, and, in default of payment of such fine and costs, to imprisonment in the county jail for a period not to exceed 30 days.
