As used in this chapter, the following terms shall have the meanings indicated:
ELECTRIC OR MOTORIZED SKATEBOARD OR SCOOTERS
Any motorized skateboard or scooter that uses a battery-powered motor to move forward. Riders can control the speed and braking using a remote device or by shifting their weight. A motorized skateboard is also known as an "e-board."
ELECTRIC PERSONAL ASSISTIVE MOBILITY DEVICE
A self-balancing non-tandem two-wheeled device designed to transport one person and uses an electric propulsion system with average power of 750 watts (one horsepower), whose maximum speed on a paved level surface, when powered solely by such a propulsion system while operated by a person weighing 170 pounds is less than 20 miles per hour.
LOW SPEED ELECTRIC SCOOTER
A scooter with a floorboard that can be stood upon by the operator, with handlebars, and an electric motor that is capable of propelling the device with or without human propulsion at a maximum speed of less than 19 miles per hour.
LOW-SPEED ELECTRIC BICYCLE
A two- or three-wheeled vehicle with fully operable pedals and an electric motor of less than 750 watts that meets the requirements of one of the following classifications: "Class 1 low-speed electric bicycle," which means a low-speed electric bicycle equipped with a motor that provides assistance only when the rider is pedaling, and that ceases to provide assistance when the bicycle reaches the speed of 20 miles per hour; or "Class 2 low-speed electric bicycle," which means a low-speed electric bicycle equipped with a motor that may be used exclusively to propel the bicycle and that is not capable of providing assistance when the bicycle reaches the speed of 20 miles per hour.
MICROMOBILITY VEHICLES OR DEVICES
A range of small, lightweight vehicles, usually driven by users personally. Micromobility devices include, but are not limited to, bicycles, velomobiles, e-bikes, electric scooters, electric skateboards, shared bicycle fleets, and electric pedal assisted (pedelec) bicycles.
MOTORIZED BICYCLE
A pedal bicycle having a helper motor characterized in one of the following descriptions:
A. 
The maximum piston displacement is less than 50 cc; or
B. 
The helper motor is rated at no more than 1.5 brake horsepower; or
C. 
The bicycle is powered by an electric drive motor and said bicycle is capable of a maximum speed of no more than 25 miles per hour on a flat surface; or
D. 
The pedal bicycle has an electric motor that is capable of propelling the bicycle in excess of 20 miles per hour with a maximum motor-powered speed of no more than 28 miles per hour on a flat surface.
MOTORIZED WHEELCHAIR
Any motor-driven wheelchair utilized to increase independent mobility in the activities of daily living of an individual who has limited or no ambulation abilities and includes mobility scooters manufactured specifically for such purposes and designed primarily for indoor use but may be adapted to outdoor use.
SCOOTER
A platform or board with roller skate wheels or other similar type wheels affixed to the underside and designated to be ridden by a person or persons. The board has a mechanism to steer or control the direction thereof by the use of handlebars or steering bar mounted atop a vertical shaft or pole attached to the front area of the board.
SKATEBOARD
A platform or board with roller skate wheels or other similar wheels affixed to the underside, designated to be ridden by a person or person. The board has no steering device or mechanism to steer or control the direction thereof while being used or ridden even though the direction may be controlled by the rider by shifting the feet or weight during the use or operation.
A. 
No person shall use, operate or ride any bicycle, skateboard, scooter, micromobility device or vehicle including any electric or motorized skateboard; electric personal assistive mobility device; low-speed electric scooter, bicycle, vehicle or device; motorized bicycle; and/or skateboard on any public sidewalk or other public property or on any private property to which the public is invited, namely sidewalks, driveways and entrances and exits to and from parking lots and parking lots.
B. 
This section does not apply to wheelchairs, motorized wheelchairs and four-wheel assistive mobility scooters.
C. 
For the purposes of this chapter only, the area of prohibition is identified as being in the Central Business District in the Village of Ridgewood which area is described to include the properties identified in Schedule A attached hereto and made a part hereof.[1]

Any person who violates any of the provisions of this chapter shall be subject to the general penalties of Chapter 1, General Provisions, Article I, of the Code of the Village of Ridgewood.
