All regular meetings of the city council shall be held in the council chambers in City Hall. Special meetings of the city council may be held at any location within the city of Colfax as provided in the notice of special meeting.

City council members who answer to roll call by the clerk shall vote when resolutions and ordinances are properly brought before the council by motion, except when a conflict of interest requires a member not to vote. A city council member who abstains from voting shall be deemed by the city clerk to have voted with the majority. .

If a city council member suspects that a conflict of interest may exist, he shall publicly state all facts known to him about the potential conflict of interest, and the city attorney shall render a legal opinion whether that city council member should abstain from voting.

In the event the council intends to conduct an executive session, then such information as is required by RCW 42.30.110 shall be set forth in the preliminary agenda or announced by the clerk as soon as possible prior to the meeting or as requested by the council during the course of any meeting.

In the event a public hearing is scheduled during a council meeting, then, except as otherwise provided by law, the clerk shall cause to be published in the official city newspaper at least one time five days prior to the hearing a notice of such hearing describing the time, place, purpose of hearing and that any interested persons may appear and present relevant evidence concerning such issue(s).

Upon motion, the council may consider and take action with respect to any other matter not on the preliminary agenda.
