A. 
All of the provisions of Chapter 43.21C RCW, the State Environmental Policy Act, as now exist or as hereafter amended, are adopted by reference.
B. 
All of the provisions of Chapter 197-11 WAC, the administrative rules of the State Environmental Policy Act, as now exist or as hereafter amended, are adopted by reference.
C. 
Per WAC 197-11-800(1)(d), Minor new construction -- flexible thresholds, the city of Colfax establishes the following exempt levels for minor new construction:
1. 
For single-family residential, twenty units.
2. 
For multifamily residential, twenty-five units.
3. 
For barn, loafing shed, farm equipment storage, produce storage or packing structure, forty thousand square feet.
4. 
For office, school, commercial, recreational, service, storage building, or parking facilities, twelve thousand square feet and forty parking spaces.
5. 
For fill or excavation, one thousand cubic yards.

All reviews or appeals of any environmental decision shall be combined and determined by the board of adjustment.

Except for the appeal of a determination of significance, there shall be no more than one open record hearing and one closed record appeal.
