(a) 
A person desiring to hold a neighborhood block party event shall apply for a block party permit by filing with the special event coordinator a written application upon a form provided for that purpose. An application must be filed not less than 14 days before the neighborhood block party is to begin.
(b) 
In order to be considered completed and for a block party permit to be issued under this chapter, an application for a block party permit must contain all the following information:
(1) 
The name, address, telephone number, and email address of the applicant and of any other persons responsible for the conduct of the neighborhood block party.
(2) 
A written description of the neighborhood block party, including the time and location by physical address of the streets impacted by the neighborhood block party, and an estimated number of participants or attendees.
(3) 
Proof of notice of the neighborhood block party being provided to affected property owners or tenants of residential properties within 200 feet of the neighborhood block party, including a copy of such notice provided to the special event coordinator.
(4) 
A sworn verification by the applicant acknowledging that all city ordinances must be complied with during the neighborhood block party and that the applicant shall be responsible for any damage to city streets, sidewalks, and/or other city property, personal or real, that occurs during the neighborhood block party.
(c) 
If the application is complete and complies with the requirements of this chapter, the special event coordinator shall issue the block party permit. A block party event permit will be issued for one day only on the date and for the times listed on the permit application.
(d) 
A block party permit may be denied or revoked by the special event coordinator for any of the following reasons:
(1) 
The applicant fails to comply with, or the proposed neighborhood block party is in violation of, the block party permit, a city ordinance or other applicable law.
(2) 
The applicant made a false statement of material fact on an application for a block party permit or fails to provide complete information required for the block party permit.

(a) 
A neighborhood block party may only occur during the hours of 5:00 p.m. to 10:00 p.m. on any weekday.
(b) 
A neighborhood block party may only occur for a maximum of five continuous hours between 10:00 a.m. and 10:00 p.m. on any weekend or any state or federal holiday.
(c) 
A neighborhood block party may occupy no more than 1,300 linear feet or two blocks.
(d) 
A 12-foot unobstructed roadway is required along closed sections of the street at all times during the neighborhood block party.
(e) 
The portion of the city street being used for the neighborhood block party shall be closed to vehicular traffic by using reflective barricades that are visible during the hours of the neighborhood block party.
(f) 
Access to closed streets by emergency vehicles must be provided during the neighborhood block party.
(g) 
Pyrotechnics or fireworks are prohibited at a neighborhood block party.
