(a) 
Rates for the rental of the city public buildings shall be as established by the city commission from time to time.
(b) 
City public buildings will be rented according to policies as approved by the city commission with the advice of the department having jurisdiction of the building. The policy will be available to the public at the offices of the department having jurisdiction of the building.

(a) 
Definitions:
Commercial events.
A commercial event shall be defined and any event conducted for the purpose of commerce including but not limited to events that charge a fee for admission and events where goods and/or services are bought, sold or exchanged.
Harlingen resident.
A Harlingen resident shall be defined as anyone residing within the City of Harlingen. Proof of residency must be provided in the form of a utility bill in the lessee's name, with a valid City of Harlingen address.
Private events.
A private event shall be defined as any event conducted by a private individual or citizen that is not conducted for the purpose of commerce and in which no fee is charged for admission and there is no exchange of goods and services for monetary and/or any other value.

(c) 
Supplemental charges and requirements.
(1) 
An 11-hour block for move-in, event, and move-out will be scheduled at the time of the contract.
(2) 
Additional hours may be purchased at $125.00 per hour.
(3) 
For events scheduled Friday through Sunday, $100.00 will be added to the base rental rate.
(4) 
All events are subject to a $500.00 security deposit.
(5) 
Twenty-five percent of total rental and fees are due at the time that the rental contract is executed.
(6) 
Any event in which alcohol is sold is subject to current TABC requirements.
(7) 
All commercial dances or events in which alcohol is to be served require four police officers. Fees for police officers are set by the chief of police based on the prevailing overtime wage for police officers.
(8) 
Commercial events and/or functions that offer a cocktail hour, networking session or reception prior to or following the events shall not be subject to the requirements for police officers.
(9) 
Ancillary fees and charges:
a. 
Electrical drops—$25.00 first day, $10.00 each additional day (all users);
b. 
Stage—$100.00 per event (non-resident and commercial events only);
c. 
Internet—$50.00 per event (non-resident and commercial events only);
d. 
Sound tie-in—$25.00 per event (non-resident and commercial events only);
e. 
Concessions fee—See chapter 18, city fee schedule.
f. 
Balances owed on rentals are due 30 days prior to the event. Balances paid less than thirty days prior to the event are subject to a $100.00 late fee (all users);
g. 
Building layouts or floor plans are due 30 days prior to the event. Building layouts or floor plans submitted less than 30 days prior to the event are subject to a $50.00 late fee (all users);
h. 
Date transfers. Applies to all users:
1. 
Transfers of event dates 90 days or more prior to the rental are subject to a $100.00 transfer fee;
2. 
Transfers of event dates less than 90 days prior to the rental are subject to loss of down payment;
3. 
Limit of one date transfer per event. Multiple transfers will result in loss of down payment.
