The following words, terms and phrases, when used in this division, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Director
means the director of the firefighter's and police officer's civil service commission.
Firefighter and police officer
mean any member of the fire department or police department, respectively, appointed to such positions in substantial compliance with the provisions of Texas Local Government Code ch. 143, subch. A (Texas Local Government Code § 143.021 et seq.), or who are entitled to civil service status under Texas Local Government Code § 143.005.
State Civil Service Law
means Texas Local Government Code ch. 143.

There is hereby established, pursuant to the authority provided for in Texas Local Government Code ch. 143, a civil service system for firefighters and police officers of the city.

The city commission shall provide adequate and suitable office space for the conduct of the business of the civil service commission for firefighters and police officers.
