This chapter shall be called "Stormwater Fees." This section shall be called "General Provisions."

The purpose of this chapter is to include all fees concerning stormwater fees.

This chapter is authorized by the general provisions of chapters 35A.63 and 36.70A RCW, the specific authority set forth in each section and other applicable laws and regulations.

The monthly service charges shall be adopted pursuant to resolution of the city council.
General. A credit against the service charge shall be available, upon application by the property owner, to all non-single-family residential properties having constructed city-approved on-site stormwater mitigation facilities which exceed city standards. Criteria for rate adjustments shall be adopted by resolution of the city council.
General. A credit against the service charge shall be available, upon application by the property owner, to certain properties served by a Skagit County drainage district. Criteria for rate adjustments for drainage district charges shall be adopted by resolution of the city council.

The surface water system extension charge for property owners seeking to develop or redevelop real property within the city limits of the city of Burlington shall be adopted by resolution of the city council.
General. A credit against the service charge shall be available, upon application by the property owner, to certain properties served by a Skagit County drainage district. Criteria for system extension charges adjustments shall be adopted by resolution of the city council.

The city council may establish by city council resolution fees and charges to be charged as a condition of issuance of any permit or authorization requiring approval of the utility or in responding to a request for services to be provided by the utility. Periodic adjustments to specific fees and charges established pursuant to this section may be adopted by city council resolution.

The utility, jointly with the finance department, may establish procedures pertaining to the billing and collection of service charges and other fees imposed by the utility.
