No certificate or permit issued under the terms of this article shall be transferable or assignable without the written consent and approval of the city commission after written application has been made to the city commission therefore. If the city commission deems it necessary or advisable, after receipt of such an application for permission to transfer or assign such permit, then it may make or order to be made such investigation as it deems necessary to satisfy itself that the proposed transferee or assignee is a fit and proper person to conduct such business, that such transferee or assignee is financially able to conduct such business and to pay any claims for damages which might be asserted against him by virtue of the operation of such taxicabs, and that the operation of such business by the transferee or assignee will be beneficial to the general public of the city.

(a) 
Required; definition.
It shall be unlawful for any person to operate a ground transportation service at the Valley International Airport without a valid airport ground transportation permit issued by the city airport board. A "ground transportation service" is defined as operating a vehicle to carry, deliver, pick up, or drop off any passengers, customers, baggage, cargo, freight or contract mail for hire or other considerations, including, but not limited to, taxicabs, buses and limousines, and including courtesy transportation of persons, customers and/or baggage between the airport and off-airport hotels, motels, car rental agencies, and parking lots. Each applicant for an airport ground transportation permit shall register with the director of aviation, pay the appropriate fees, and comply with all the rules and regulations set forth by the airport board. The fee for ground transportation permits for each type of ground transportation service is set by the airport board. No such vehicle without a permit required by this section shall solicit or accept any passenger at the airport for transportation to any destination whatsoever.
(b) 
Exemptions.
A vehicle which is lawfully transporting a passenger from a point outside of the airport to the airport or after discharging such a passenger at the airport is returning empty by the most direct route to its regular place of business is exempted from the provisions of this section.
(c) 
Prohibited and regulated parking zones.
The airport board shall establish and regulate areas and zones on the Valley International Airport to be used for the following purposes:
(1) 
Airline passenger loading and unloading.
(2) 
Temporary parking of commercial passenger limousines, buses, taxicabs or courtesy shuttles which bear a current airport permit decal.
(3) 
Freight loading/unloading.
(4) 
Department of aviation parking.
(5) 
Meter parking.
(6) 
Handicapped parking.
(7) 
No parking zones.
(8) 
Station-managed parking.
(9) 
Restrictive-use parking (including federal agencies).
(10) 
Airport employee parking.
(11) 
Rental car parking.
(d) 
Signs and markings.
The director of aviation is hereby authorized and directed to install and erect, or to have installed and erected, proper signs and markings in the areas affected indicating the intent and directives of the airport board, and it shall be unlawful for any person to stop, stand, park, or so operate a motor vehicle in violation or disregard of said signs and markings.
