There is hereby created and established in the City of Harlingen a court to be known as the municipal court.

(a) 
Upon demand for jury trial by any defendant in a pending criminal matter within the jurisdiction of the municipal court, the judge of the court shall direct the clerk of said court to issue, via first class United States mail, notice to no fewer than 20 residents of the city, such notice to be in a form as follows:
"YOU ARE THEREBY COMMANDED TO APPEAR AT ___ o'clock ___.M. on _____ the _____ A.D. BEFORE THE HARLINGEN MUNICIPAL COURT AT 1102 SOUTH COMMERCE IN THE CITY OF HARLINGEN, CAMERON COUNTY, TEXAS, TO SERVE AS A PROSPECTIVE JUROR IN A CRIMINAL MISDEMEANOR PROCEEDING NOW PENDING IN SAID COURT STYLED STATE OF TEXAS VS. __________ AND TO THERE REMAIN UNTIL DISCHARGED BY SAID COURT. YOUR FAILURE TO APPEAR MAY SUBJECT YOU TO A FINE OF FIFTY DOLLARS ($50.00) PURSUANT TO TEX. CODE CRIM. PROC., ART. 35.01 AND ATTACHMENT. IF YOU WISH TO CLAIM AN EXEMPTION, YOU MUST APPEAR IN PERSON AT THE DATE AND TIME HEREINABOVE STATED OR SUBMIT AN AFFIDAVIT TO THE CLERK OF THE COURT BEFORE SAID APPEARANCE DATE. YOUR SERVICE TO THE CITY OF HARLINGEN IS APPRECIATED."

(b) 
Those jurors empaneled shall be compensated in the manner and in such amount as may from time to time be provided by the laws of the state.

A clerk for the municipal court shall be appointed by the manager and shall generally perform all the duties of the clerk of a court as prescribed by law for a county clerk, insofar as the same may be applicable.

(a) 
Pursuant to Texas Government Code § 29.004, the judge and alternate judges of the municipal court shall be selected under the Charter provisions relating to the appointment of judges, and the judge of the municipal court shall be known as "judge of the municipal court" unless the Charter provides for another title. The judge of the municipal court shall be appointed for a term of office of two years by the city manager, with the advice and consent of the city commission.
(b) 
Term of office. The procedures for establishing the term of office of a municipal court judge or alternate judge of the municipal court of the City of Harlingen shall be governed by and be consistent with state law as set out in Texas Government Code § 29.005, as amended.

The city commission hereby authorizes the city to employ one or more full-time or part-time juvenile case managers to provide services in cases involving juvenile offenders before the court consistent with the court's statutory powers.

As provided in section 30-2, any unexcused juror who fails to appear for jury service after service of the summons as herein provided may be fined in an amount not to exceed $50.00 or be subject to punishment for contempt of the municipal court.
