The Tony Butler Municipal Golf Course, as owned by the city, shall be under the general control and operation of the city under the supervision of the city manager.

It shall be unlawful for any person to drive or operate any type of motor vehicle or motor-powered vehicle upon any portion of the grounds of the Tony Butler Municipal Golf Course, save and except the paved roadway and parking portions thereof, and save and except for specially licensed and specially permitted golf cart vehicles as provided for in the rules and regulations of the Harlingen Golf Course Advisory Board.

(a) 
It shall be unlawful for any person, except an employee of the Tony Butler Municipal Golf Course, a PGA certified golf professional, or a golf course superintendent, to use the grounds and facilities of the Tony Butler Municipal Golf Course for the playing of golf thereon without having first paid the cash payment required and provided therefor by the rules and regulations of the Harlingen Golf Course Advisory Board. Each day of violation of the provisions hereof shall constitute a separate offense.
(b) 
Usage fees for the Tony Butler Municipal Golf Course shall be established from time to time by the city commission and are found in the city fee schedule in chapter 18.

The duly constituted golf pro/manager of the Tony Butler Municipal Golf Course is authorized to deny the use of the Tony Butler Municipal Golf Course and facilities to any person who has violated any one or more of the rules and regulations prescribed by the Harlingen Golf Course Advisory Board.

It shall be unlawful for any person other than an employee of the city or an employee of the Tony Butler Municipal Golf Course or an employee of any firm contracted for services with the city or Tony Butler Municipal Golf Course to maintain the golf course, or persons involved in playing the game of golf, their guests and/or spectators at an official golf tournament as designated by the duly constituted manager and operator of the golf course, pursuant to the rules and regulations for the operation of said golf course, to enter the golf course grounds or facilities of the Tony Butler Golf Course.

It shall be unlawful for any person to give golf lessons or instructions on the premises of the Tony Butler Municipal Golf Course except for city employed professional golf staff who shall give such lessons under the operating rules established by the golf pro/manager. The Harlingen Golf Course Advisory Board may permit non-city-employed golf instructors to give lessons in connection with special events approved in advance by said board.
