The possession of 25 grams or less of marijuana, as that term is defined in § 961.01(14), Wis. Stats., is prohibited.
No person shall make or cause to be made any loud, disturbing and unnecessary sounds or noises such as may tend to annoy or disturb another in or about any public street, alley or park or any private residence.

It shall be unlawful for any person to cause unreasonable, loud, or excessive noise within the City of Lake Mills by operating any motor vehicle with a dynamic braking device engaged, (including "Jake"® braking, engine braking, or compression braking devices), except for the aversion of imminent danger to persons or property.
A. 
As used in this section, a dynamic braking device (commonly referred to as "Jake brakes,"® "Jacobs brakes," engine brake or compression brake) means a device or procedure primarily on trucks for the conversion of the engine from an internal combustion engine to an air compressor for the purpose of braking without the use of wheel brakes.
B. 
Emergency vehicles shall be exempt from this chapter.
C. 
Signs shall be installed at the main arterial highways and truck routes leading into the City of Lake Mills that state that such chapter is in effect. The Director of Public Works and his/her designees are authorized and directed to gain appropriate approval from the State of Wisconsin to post appropriate signs consistent with the provisions of this chapter and in accordance with State law and Administrative Code.

Any person who shall urinate outside of designed sanitary facilities upon any sidewalk, street, alley, public parking lot, park, playground, cemetery, or other public area within the City, or upon any private property in open view of the public, or in halls, rooms without rest room facilities, stairways or elevators of any public or commercial buildings, may be subject to a penalty as set forth in § 505-1 for such offense.

A. 
Preamble.
(1) 
The City Council of the City of Lake Mills has determined that herbal preparations powdered or sprayed with a synthetic chemical cannabinoid are available for sale in the area which are claimed to produce intoxicating effects similar to THC or marijuana;
(2) 
While the substances are not yet categorized as illegal controlled substances under Wisconsin or federal law, several countries, states, and municipalities have already taken action to prohibit these substances due to overdoses and other negative health concerns;
(3) 
While these synthetic cannabinoid substances are often marketed as benign and legal alternatives to marijuana, they are potentially dangerous to users because the substances can create potency from 3 to 100 times greater than marijuana, can produce severe adverse health conditions, such as hallucinations, paranoia, increased agitation, heart palpitations, seizures, and vomiting, based on emergency room experiences in areas of the country where use is more prevalent;
(4) 
The Drug Enforcement Administration has determined that K2/Spice HU-210, CP 47, 497 and homologues, JWH-018 and JWH-073 do not have an approved medical use in the United States and are presently listed as "drugs of concern" by the Federal Drug Enforcement Administration; and
(5) 
Because the long-term health effects of the use of these substances is not yet known, the City Council has determined to address the growing threat of synthetic cannabinoids to the health, safety and welfare of its citizens by enacting these prohibitions.
B. 
Synthetic cannabinoid prohibited.
(1) 
Definitions. As used in this section, the following terms shall have the meanings indicated:
DELIVER
Has the same meaning given in Wis. Stats. § 961.01(6) with respect to a controlled substance or controlled substance analog.
DISTRIBUTE
Has the same meaning given in Wis. Stats. § 961.01(9) with respect to a controlled substance or controlled substance analog.
(2) 
No person may possess, purchase, publicly display for sale, sell or attempt to sell, give, deliver, distribute, or barter any of the following substances, whether under the common street or trade names of "Spice," "K2," "Genie," "Yucatan Fire," "Blaze," "Red X Dawn," "Zohal," "Spike Diamond," "Route 69," "Smoke XXXX," "Citron," "fake" or "new" marijuana, or by any other name, label or description, if the substance is designed, intended, or used to mimic the physical, psychological, intoxicating, narcotic or other effects of marijuana.
C. 
Acts prohibited under Subsection B shall not be unlawful if done by or under the direction or prescription of a licensed physician, dentist, or other medical health professional authorized to direct or prescribe such act, provided use is permitted under state and federal laws.
D. 
Penalties. Persons violating this section by publicly displaying for sale, or selling or attempting to sell, giving, delivering, distributing, or bartering substances listed in Subsection B shall be subject to a forfeiture of not less than $500, together with the cost of prosecution, and upon default of payment may be imprisoned in the Jefferson County Jail. Persons violating this section by possessing substances listed in Subsection B shall be subject to a forfeiture of $200, together with the cost of prosecution, and upon default of payment, may be imprisoned in the Jefferson County Jail.

No person may operate a motor vehicle in the City in any of the following manners:
A. 
Accelerate at a rate of speed that leaves tire marks on the pavement or which causes the vehicle tires to squeal.
B. 
Accelerate at a rate of speed that causes the vehicle to "fish tail."
C. 
Accelerate at a rate of speed that causes the driver to lose control of the vehicle.
D. 
Accelerate at a rate of speed that constitutes a danger to other motorists or to pedestrians.
E. 
Use the vehicle horn for other than its intended purpose for warning other motorists or pedestrians as required by law.
F. 
Operate a motor vehicle at a speed while turning a corner to cause the tires to squeal.
G. 
Operate a motor vehicle in a manner that causes one or more wheels of the vehicle to leave the ground.
H. 
Operate a motor vehicle in a manner that tends to cause a disturbance.

Definitions.
As used in this section, the following terms shall have the meanings indicated:
ELECTRONIC SMOKING DEVICE
An electronic device that can be used to deliver an inhaled dose of nicotine, or any other substance intended for human consumption that may be used by a person to simulate smoking through inhalation of vapor or aerosol from the product. "Electronic smoking device" includes any such device whether manufactured, distributed, marketed, or sold as an electronic cigarette, commonly referred to as e-cigarette, vape or vape pen; or any other product name or descriptor.
ELECTRONIC SMOKING DEVICE PARAPHERNALIA
A cartridge, atomizer or cartomizer, e-liquid, tip, electronic smoking device battery, electronic smoking device charger, or any other item specifically designed for the use, preparation, or charging of an electronic smoking device. "Electronic smoking device paraphernalia" does not include any cigarette, as defined in § 139.30, Wis. Stats., nicotine product, as defined in § 134.66, Wis. Stats., or tobacco products, as defined in § 139.75, Wis. Stats.
B. 
No person under the age of 18 may do any of the following:
(1) 
Buy or attempt to buy any electronic smoking device or electronic smoking device paraphernalia;
(2) 
Possess any electronic smoking device or electronic smoking device paraphernalia; or
(3) 
Falsely represent his or her age for the purpose of receiving or possessing an electronic smoking device or electronic smoking device paraphernalia.
C. 
A person under 18 years of age may purchase or possess an electronic smoking device or electronic smoking device paraphernalia for the sole purpose of resale in the course of employment during his or her working hours, if employed by a licensed retailer under § 134.65, Wis. Stats.
D. 
Consistent with §§ 134.66 and 254.92, Wis. Stats., no person shall sell or offer any electronic smoking device to any person under 18 years of age.
E. 
No person shall use an electronic smoking device on any school premises within the City of Lake Mills.
F. 
Violations and penalties. The penalty for violation of any provision of this section shall be a forfeiture and costs imposed under § 1-19, General penalty, or a forfeiture and costs, the deposit for which is authorized in the revised uniform state deposit schedule.

A. 
Intent. The Common Council of the City of Lake Mills has determined that sending and forwarding of sexually explicit images, photographs, videos, and messages between minors, commonly referred to as "sexting," represents a concern for the health, safety, welfare, peace and order to the citizens of the City of Lake Mills. The Common Council has further determined that prohibiting the sending and forwarding of sexually explicit images, photographs, or videos between minors will serve to deter such activities within the City of Lake Mills.
B. 
Definitions.
MINOR
Any person under the age of 18 years.
NUDITY
The showing of the human male or female genitalia, pubic area, or buttocks with less than a fully opaque covering or the showing of the female breast with less than a fully opaque covering of any portion thereof below the top of the nipple, or the depiction of covered male genitals in a noticeable erect state. A mother's breastfeeding of her baby does not constitute "nudity," irrespective of whether or not the nipple is covered during or incidental to feeding.
SEXTING
The sending or forwarding of sexually explicit images, photographs, or videos, which depict nudity, between minors.
C. 
Prohibited acts. A minor commits the offense of sexting if he or she knowingly:
(1) 
Uses a computer, cellular telephone, or any other device capable of electronic data transmission or distribution, to transmit, distribute, or show to another minor any sexually explicit image, photograph, or video of any person which depicts nudity, as defined above.
(2) 
Possesses an image, photograph, or video of any person that was transmitted or distributed by another minor which depicts nudity, as defined above. A minor does not violate this paragraph if all the following apply:
(a) 
The minor did not solicit the image, photograph, or video; and
(b) 
The minor took reasonable steps to report the image, photograph, or video to a school or law enforcement official; and
(c) 
The minor did not transmit, distribute, or show the image, photograph, or video to another minor, other than to a law enforcement official or to the minor's parent or legal guardian in an effort to take the reasonable steps described in Subsection C(2)(b), above.
(3) 
Uses a computer, cellular telephone, or any other device capable of electronic data transmission or distribution, to transmit, distribute, or show to another minor any message, text, or correspondence of a sexually explicit nature when it is clearly offensive to prevailing standards in the adult community as a whole with respect to what is suitable material or conduct for minors, and taken as a whole, is without serious literary, artistic, political, or scientific value for minors.
(4) 
Solicits the transmission or distribution of any image, photograph, video, or message from another minor that would itself be prohibited under this § 505-9.
D. 
Violations and penalties. The penalty for violation of any provision of this § 505-9 shall be a forfeiture and costs imposed under § 1-19, Penalty.
