It is unlawful to ride, lead, or be in possession of a horse upon the arterial or through streets; in parks frequented by large number of pedestrians; alleys, sidewalks, public squares or any private property other than that of the owner of the horse; or where the horse is boarded; or where the owner of the property has given his consent; provided this section shall not apply when the horse is being transported in or on a motor vehicle or when such horse is being ridden in the course of, and as a part of, a parade; or when the owner or rider thereof has obtained a permit to ride the horse in the city of Centralia.
