A.
Except as modified by the city engineer pursuant to this section, the current edition of the Standard Specifications for Road, Bridge, and Municipal Construction, including any attachments or amendments thereto, as published by the Washington State Department of Transportation and the Washington Chapter of the American Public Works Association as publication number M 41-10 is hereby adopted in full and shall apply to all construction, reconstruction, repair, or alteration occurring within the public rights-of-way of the city. Each and all of the terms, standards, details, requirements, and provisions found therein are hereby incorporated by reference and made a part of the Centralia Municipal Code as though printed in full therein and insofar as such terms, standards, details, requirements, and provisions do not conflict with any federal, state, or local laws, rules, or regulations.
B.
The city engineer may revise or replace a standard specification or approve deviations from the standard specifications based upon the specific circumstances of a particular project. Any revisions, replacements, or deviations shall be based upon the sound engineering judgment of the city engineer and shall be incorporated into the construction contract for the project or otherwise approved in writing by the city engineer.
