For purposes of this chapter:
A. 
"Parade"
means any organized public march or procession of persons on foot or in vehicles upon the public streets of the city; provided, however, funeral and military processions are not included as part of this definition.
B. 
"Special events"
shall include, but are not limited to: fun runs, fund-raising walks, auction, carnival, show or exhibition, film/movie making, and block parties.
C. 
"Streets"
include all city streets and public highways designated as such by the public works department of the city.

It is unlawful for any person, firm or corporation to supervise, sponsor, manage, direct or conduct a parade or special event, as defined in this chapter, on the streets of the city without having first secured a permit therefor in the manner provided in this chapter.

Any person, firm or corporation desiring to obtain a parade/special event permit shall, at least twenty-one days prior to the parade/special event date, complete an application at the city clerk's office. Such application shall then be reviewed and either approved or disapproved by the police chief, fire chief, community development/parks director, public works director, city light director and city engineer, or their respective designees, with final approval or disapproval to be determined by the city manager after considering but not being bound by the staff actions noted above. The city manager's decision shall be appealable to the city council who may affirm, modify or reverse the city manager's decision as the city council deems appropriate.

No parade/special event permit shall be granted unless the applicant submits, with the application, proof of public liability insurance in the amount of one million dollars with an aggregate of two million dollars which names the city of Centralia as an additional insured party; provided, however, the city manager may waive this insurance requirement in circumstances which would impose an undue hardship on the applicant and the city itself is otherwise insured.

Under no circumstance shall items of any kind be thrown or distributed from any mobile parade entry including but not limited to motorized or animal. This shall include, but not be limited to, candy, toys, prizes and promotional items. Any participants throwing or distributing items of any kind from any mobile parade entry, including but not limited to motorized or animal entry, shall have their parade entry, and all associated persons, immediately removed from the parade by city staff. If the parade entry and associated persons refuse to leave the parade route, CMC § 14.28.050 shall be fully enforceable.
The only distribution of items, such as but not limited to candy, toys, prizes and promotional items, shall be directly from parade entry participants walking along the designated parade route by hand to spectators who are physically on a sidewalk or other areas as the city staff may designate.

Violations of this chapter are declared to be misdemeanors punishable upon conviction by fine only in an amount not to exceed the maximum penalty permitted for the Centralia municipal court under then effective state law.
