City of Zillah, Washington, has historically allowed nongovernmental person(s) to utilize a water meter on a temporary basis for the purposes of measuring and monitoring a temporary supply of water to a construction site or for other approved purposes. From time to time, the temporary hydrant meter has not been returned or such meters been returned in a damaged condition. Accordingly, a deposit should be required which covers the cost of the hydrant meter. It is also necessary for the city to establish guidelines for billing related to the temporary hydrant meters.
