City of Zillah, Washington, has historically allowed nongovernmental person(s) to utilize a water meter on a temporary basis for the purposes of measuring and monitoring a temporary supply of water to a construction site or for other approved purposes. From time to time, the temporary hydrant meter has not been returned or such meters been returned in a damaged condition. Accordingly, a deposit should be required which covers the cost of the hydrant meter. It is also necessary for the city to establish guidelines for billing related to the temporary hydrant meters.

All nongovernment persons desiring to connect to city fire hydrants for temporary water supply must first apply for and receive permission from the city to do so. The application shall contain the information required by and shall be on a form provided by the city of Zillah. Said person(s) shall be required to pay an $800.00 cash deposit in order to use the water meter and obtain a temporary source of water. Said cash deposit will be refunded (in the next available check run) upon (A) the return of the water meter in the same condition as existed prior to its use by the nongovernmental person; and (B) payment of all charges for water/sewer use incurred by the nongovernmental person from the temporary source. In the event that the meter is not returned in satisfactory condition or charges/fees paid in full, city may apply such deposit to cost of replacement or repair of the meter or payment of delinquent charges/fees. If the deposit is insufficient to cover replacement or repair, the nongovernmental person shall also be responsible for such extra costs.

All nongovernmental persons using city fire hydrants for temporary water supply shall also deposit $200.00 for water use charges. The deposit shall be applied to the temporary utility account established at the time the temporary water utility account is closed. Any fees or charges not covered by the deposit must be paid within 30 days of the billing. The city is authorized to use any remedies allowed by law to collect unpaid fees and charges on temporary utility accounts. Any amount remaining will be refunded to the customer. All nongovernmental persons using city fire hydrants for temporary water supply shall pay a base rate fee, water improvement fee, water utility tax on the water usage, and actual usage charges (per cubic foot) for all water obtained from city fire hydrants at the same rate as is charged by the city for domestic water. This billing will be calculated after the temporary water utility account is closed and will be processed in the next available billing cycle.
