There is created and established a city police reserve unit of up to 10 members. Each member shall be appointed by the chief of police of the city with the approval of the mayor. The reserve police force shall function as a unit of the city under the supervision of the chief of police of the city.

A. 
To be eligible for membership in the reserve force, each applicant must file an application with the chief of police, indicate his willingness to serve an average minimum of 16 hours per month in the public service, meet the qualifications and requirements prescribed for membership in the reserve force, complete the training program, be appointed by the chief of police, take an oath of office and be sworn in.
B. 
Members of the reserve force shall:
1. 
Be state-certified within 24 months;
2. 
Be a citizen of the United States;
3. 
Live within 10 miles of the city limits;
4. 
Be trustworthy and of good moral character;
5. 
Not have been convicted of a felony or any offense involving moral turpitude.
C. 
The chief of police is authorized to furnish each member of the reserve force with a membership identification card and police badge. The membership identification card is to be carried by such member at all times, and the police badge is to be worn only when the reserve policeman is authorized to wear the prescribed uniform.
D. 
Membership of any person in the reserve may be revoked at any time by the chief of police. Any member of the reserve force may resign upon notification to the chief of police. Upon separation from the organization, all equipment issued to him by the city must be turned in within five days.

The chief of police is the commanding officer of the reserve police force. He shall be responsible for establishing a training program, promulgating rules and regulations for their conduct prescribing their uniform, and supervising their performance of duty. He selects and appoints men to the reserve and may appoint such subordinate officers as he deems suitable and necessary.

The duties of the reserve are to supplement the regular police force in the event of a major disaster affecting citizens of the city, to aid in the control of traffic and maintenance of order at parades, and general policing of large assemblies of people, and, in case of a declared emergency, to assist the regular police in the protection of life, property, and preservation of peace and order, and to perform such other duties as may, from time to time, be assigned to them by the chief of police of the city.

Members of the reserve shall have all those powers vested in them by the chief of police while in the performance of officially authorized duties, but under no circumstances shall the auxiliary policeman exercise any power while not in the performance of duties ordered by the chief of police or by a regular police officer.

Members of the reserve serve without compensation, but the city council may, in its discretion, pay all or part of the cost of furnishing uniforms and equipment when the appropriation therefor has been indicated as an item in the city budget.

A. 
Pursuant to the provisions of Chapter 41.24 RCW, and specifically sections RCW 41.24.400 and 41.24.450, as now enacted or hereafter amended, the city has elected to cover all police reserve officers by enrollment in the volunteer fire fighters' and reserve officers' relief and pension plan provided for in such chapter. The city shall annually, or at other times as required by the State Board for Volunteer Fire Fighters' and Reserve Officers', pay to the state treasurer the required fees for the enrollment of the city's reserve police officers in the volunteer fire fighters' and reserve officers' relief and pension plan. The city shall collect from each police reserve officer the required fees to be paid into the volunteer fire fighters' and reserve officers' relief and pension principal fund as required by RCW 41.24.030(1), as now enacted or hereafter amended.
B. 
Pursuant to RCW 41.24.460, a reserve officer board of trustees to administer the provisions of Chapter 41.14 RCW is created consisting of five members. Those members shall be: the mayor, the city clerk, the police chief, a member of the city council selected by the council, and one member of the police reserve selected by the members of the police reserve annually for a one-year term. Such board shall meet and conduct its business as necessary to comply with the provisions of Chapter 41.24 RCW.
C. 
The city clerk shall be a member of the reserve officer board of trustees and shall perform the functions required by RCW 41.24.460(3) and 35A.42.040.
D. 
No police reserve officer shall be covered by the provisions of the labors and industries act, RCW Title 51, nor the provisions relating to civil defense workers if they are subject to the coverage of Chapter 41.24 RCW.

Any person desiring appointment as a reserve police officer shall sign a written consent to disclosure of all information of his personal history in the files of any governmental body.
