The City Manager shall be appointed for an indefinite term by the City Council. City Manager shall be appointed solely on the basis of executive and administrative qualifications, education, training and experience in public administration. It is the City Council's preference that the City Manager be a resident of the City, and may take residency into account in its appointment/re-appointment of the City Manager, but this preference may be waived by the City Council. No counselor or supervisor shall be appointed City Manager during the term for which elected or within two years after the expiration of his or her term.
