There is hereby created a volunteer fire department for the town of Coulee Dam, Washington, consisting of volunteer members, who shall apply to and be accepted by the town council.

The membership of the volunteer fire department shall not exceed 30 members, including the fire chief.

The duties of the volunteer fire department shall be to care for all fire equipment and to attend and extinguish all fires within the limits of the town of Coulee Dam.

The volunteer fire department shall have authority to make rules and regulations for the conduct of the department. Such rules and regulations shall be consistent with the laws of the state of Washington and with the ordinances and resolutions of the town. Such rules and regulations shall be effective when approved by the town council.

Any volunteer fire department vehicle or member, while responding to a fire alarm or combating a fire, shall have the right-of-way on all the streets and alleys of the town of Coulee Dam, and it shall be unlawful for any person to wilfully fail to yield the right-of-way to such a vehicle or fireman.

It shall be unlawful for any person to park within 14 feet of a fire hydrant.

It shall be unlawful for any person to wilfully hinder or obstruct the volunteer fire department or its members in their execution of the duties imposed upon them by law.

Any violation of this chapter shall be a misdemeanor and shall be punished by a fine of not more than $100.00.
