The RHM-2 area is established to provide for medium-density residential areas and recreational vehicle parks. These standards are intended to ensure the public health, safety, and welfare, as well as encourage innovative and imaginative mobile home and recreational vehicle parks that will provide desirable, economical housing opportunities for local residents. It is a goal of this chapter to ensure that mobile homes and recreational parks are designed and developed in such a manner that they can be considered an asset to the town.

Mobile homes and recreational vehicle parks shall only be permitted in agricultural suburban residential designated areas and shall be subject to the restrictions set forth in Chapter 17.14 LMC.

A. 
All conditional use applications for mobile home and recreational parks shall be accompanied by a minimum of three scale drawings of not less than 100 feet to the inch and a landscape and screen plan.
B. 
The town shall reserve the right to refuse to examine any incomplete, unintelligible or indefinite drawings.
C. 
Information required on plans:
1. 
The required scale drawings shall include the locations of all buildings; mobile home spaces; water, electric, and sewage lines; community trash containers, fire hydrants; roadways, entrances, and exits; proposed drainage; lighting, signs; boundary of the site; perimeter buffer, recreation and open space; and any proposed public dedications. At the discretion of the planning commission, this drawing may also require topographic contours with an interval of not more than five feet.
2. 
Landscape and screening plan shall include the name, location and size of vegetation and the location, type, and height of the screening fence.

The maximum building height in the RHM-2 area shall be two stories or 25 feet except that building heights greater than two stories or 25 feet may be allowed by special permit. Accessory building shall not exceed one story or 13 feet in height.

A. 
The minimum size of a mobile home park shall be two and one-half acres.
B. 
The minimum size of a mobile home lot shall be 5,500 square feet for each mobile home. The minimum width of a mobile home lot shall be 50 feet. The lot boundaries shall be plainly marked by corner stakes.
C. 
The minimum size of a recreational vehicle lot shall be 1,500 square feet per unit, and there shall be a minimum side-to-side dimension of 20 feet between living units and a minimum end-to-end dimension of 10 feet between living units.
D. 
All buildings and covered parking shall not cover more than 35 percent of a mobile home and recreational vehicle park; and there shall not be less than 10 feet between a mobile home or a recreational vehicle and any detached accessory structure.
E. 
The following setbacks for mobile homes and recreational vehicles shall be required:
1. 
There shall be a minimum distance of 20 feet between an individual mobile home and recreational vehicle and an adjoining interior park street.
2. 
No mobile home nor recreational vehicle shall be located closer than 25 feet from a public road right-of-way.
3. 
There shall be a minimum distance of five feet between a mobile home and recreational vehicle and the lot line, except one side yard may be reduced to zero feet if a minimum separation of at least 20 feet is maintained between adjacent mobile homes or recreational vehicles.
4. 
There shall be a minimum distance of 10 feet between a mobile home and recreational vehicle and the interior line of the perimeter buffer.
F. 
All mobile homes shall be equipped with steps or ramps for all exits which meet the Uniform Building Code requirements.
G. 
All mobile homes shall be skirted with fire-resistant and weather-resistant material deemed appropriate by the town planning commission or town council upon review, which shall be properly maintained, and mobile home tongues shall be removed or disguised.

A. 
The storage, collection and disposal of refuse in the mobile home and recreational vehicle park shall be conducted so as to prevent health hazards, rodent harborage, insect breeding areas, accidental fire hazards, and air pollution.
B. 
Community type containers will be required to be located not more than 150 feet away from any mobile home or recreational vehicle lot. These collection areas will be screened by landscaping and/or a view-obscuring fence.

A. 
A minimum of two off-street parking spaces shall be provided at each lot. These spaces shall be at least five feet from the park street. Parking spaces shall not be located within the 10-foot buffer zone required around the perimeter of the park.
B. 
An additional minimum of two off-street parking spaces shall be provided for the park office.

Each lot shall be provided with a pad of sufficient size to accommodate the mobile home or recreational vehicle and any attached accessory structure. Each mobile home or recreational vehicle pad shall be surfaced with minimum of three inches of washed gravel of uniform size or other surface approved by the town planning commission or town council upon review. The pad shall be graded to obtain adequate surface drainage.

A. 
A minimum 10-foot landscaped buffer or screen shall be required around the sides and rear of the park. The front yard buffer shall be a minimum of 20 feet, within which shall be erected an ornamental wall, fence, or screen planting, acceptable to the town planning commission or town council upon review, and no less than five feet in height around the perimeter of the mobile home park. If screen plantings are to be used, the plants should be of sufficient size so as to provide immediate screening benefit. If, in the opinion of the town planning commission or town council upon review, it is unreasonable to require this screening along the side and rear boundaries due to the nature of the existing topography or other conditions that might render such screening ineffective, the commission or town council, at its discretion, may waive or modify the requirements as specified in this section. A permanent irrigation system shall be installed to ensure adequate maintenance of the landscaping in these areas.
B. 
Lawn or other suitable ground cover shall be required in all areas except those covered by structures, paved or surfaced areas and by planting beds. Also excepted are undisturbed areas such as ravines and streams to be preserved in their natural state.

A. 
Not less than 500 square feet per mobile home site shall be provided for recreational space; provided, however, that no outdoor recreation areas shall contain less than 2,500 square feet.
B. 
In lieu of providing recreational areas, recreational opportunities such as clubhouses, swimming pools, handball courts, etc., may be considered by the commission.
C. 
Required buffer/screening areas shall not constitute required open space or recreational area.

A. 
The interior road system for a mobile home and recreational vehicle park shall be privately owned, constructed, and maintained; provided, that roads which are located such that they could or should be an integral part of the overall circulation pattern may be required to be constructed as public roads. The town council may also require either construction of additional public roads or reservation of right-of-way for future roads where necessary to provide adequate circulation.
B. 
Road construction standards shall be as follows:
1. 
The layout and general development plan for major and minor access driveways within the mobile home and recreational vehicle park, together with the location and dimension of access junctions with public street right-of-way, shall be approved by the town council. All interior streets shall remain private and be the responsibility of the park operator.
2. 
All interior streets shall have a minimum width of 30 feet with parking permitted on one side only.
3. 
Roads designed to have one end permanently closed or in the form of a cul-de-sac shall be provided at the closed end with a turnaround having a right-of-way radius of not less than 45 feet or with a "T" permitting comparable ease of turning.
4. 
All roads, parking lots, and walkways shall be adequately lighted at night. Lights shall be directed away from adjacent properties.
C. 
All mobile home and recreational park proposals shall be reviewed by the fire chief to assure adequate ingress and egress, internal circulation for emergency vehicles, and the location of fire hydrants.

All mobile home and recreational parks shall install town services, to include domestic water, sanitary sewage, refuse disposal, fire hydrants and storm drainage system. These services shall be installed in accordance with guidelines established by the town utility superintendent.

A. 
It shall be the responsibility of the park owner and/or manager to assure that the provisions of this chapter are observed and maintained. Violations shall subject both the owner and/or manager of the facility to any penalties provided for such violation. The owner or a designated agent shall be available and responsible for the direct management of the mobile home and recreational park.
B. 
All electrical connections shall comply with the electrical codes and shall be subject to inspection. All sewage connections to mobile homes shall conform to the Uniform Plumbing Code.
C. 
Portable fire extinguisher(s) of appropriate class rating as determined by the fire chief shall be kept in service buildings and other locations as the commission determines.
D. 
The park shall be maintained free of any brush, leaves, and weeds which might communicate fires between mobile homes and other improvements. No combustible materials shall be stored in, around, or under any mobile home or recreational vehicle.
