A. 
All positions in all departments and offices of county service shall be to classifications as established and set forth by the board by ordinance or resolution. Such classifications and allocations of positions shall constitute the classification plan of the county.
B. 
At any regular meeting, the board may create new classifications, divide, combine, alter, or abolish existing class functions, allocate new positions to appropriate class functions, or reallocate/reclassify existing positions to other classifications by resolution or ordinance in the manner provided in this chapter.

The county's classification plan organizes and assigns positions into distinct classifications established by the board. Its purpose is to define each type of employment within county service, grouping positions with similar duties and responsibilities under a common title. This ensures consistent job descriptions, uniform qualification requirements including education, experience, knowledge, skills, and abilities and equitable compensation for all incumbents.

Classification requirements that include, but are not limited to, definitions of the classified and unclassified service, reclassification and new classifications, allocation principles, classification studies, class specifications, position descriptions, use of classification titles, and classified service records shall be set forth in the personnel manual and maintained by the director of human relations.
