Unless otherwise provided, all appointments shall be made by the appropriate appointing authority.
A.
Appointments filling regular authorized positions in the classified service shall be considered probationary appointments.
B.
A permanent employee who is promoted shall serve a probationary period in the new classification.
C.
If an employee fails the probationary period, such employee shall be restored to a position in the former classification position in the department from which they promoted unless the employee is terminated for good cause.
