The board of supervisors designates observed holidays.
A. 
Except as otherwise provided in memoranda of understanding, county officers and full-time employees shall be entitled to the following listed holidays, which shall be credited or charged as vacation time at the rate of eight hours per observed holiday or at a rate that is proportionately equal in accordance with the employee's established official work week. The following days are designated as annual county holidays:

B. 
Designated holidays that were converted to optional holidays by memoranda of understanding shall be credited in the pay period in which the holiday occurs with eight hours of vacation time or a proportionate rate after working the major fraction of that particular pay period.
C. 
Only the immediate days of mourning or holidays declared by the President of the United States and the Governor of California for which federal and state offices are closed will be considered as designated county holidays in addition to those already designated by the board.
D. 
When January 1st, June 19th, July 4th, or November 11th, fall on a Saturday, the designated county holiday shall be observed on the preceding Friday in county facilities normally closed on Saturdays.
E. 
When January 1st, June 19th, July 4th, November 11th, or December 25th fall on a Sunday, the designated county holiday shall be observed on the following Monday in county facilities normally closed on Sundays.

Unless otherwise provided by law or appliable MOU, all employees other than temporary, part-time, or seasonal employees who are required to work on an observed holiday shall receive equivalent compensatory time off.

Unless otherwise provided by law or appliable MOU, if an observed holiday falls on a regularly scheduled day off for employees, then all such employees other than temporary, part-time, or seasonal employees, shall be entitled to equivalent vacation time off.
