It is the purpose and intent of this Chapter to provide a just, equitable and systematic set of guidelines governing the presence and use of travel trailers and related campers within the City of Bismarck.

The following words, terms, or phrases, when used in this Chapter, shall have the meanings ascribed to them in this Section.
RECREATIONAL VEHICLE or TRAVEL TRAILER
In addition to the common meaning of each term, means any licensed or licensable camp trailer, travel trailer, motor home or fifth wheel designed to provide temporary living quarters for recreational camping or travel use, constructed with integral wheels to make it mobile and or towable by motor vehicle.

A. 
It shall be unlawful for any person, firm or corporation to:

Park or permit the parking of a recreational vehicle and/or a travel trailer on any lot, tract or property or street or roadway within the City of Bismarck, whenever such recreational vehicle or travel trailer is being used or occupied as a temporary or permanent residence or for any overnight sleeping accommodations for more than five (5) days unless there is a travel trailer permit issued pursuant to this Chapter; or
2. 
Hook-up or permit any travel trailer to be hooked-up to any utility including water/hose or electric source within the City of Bismarck, Missouri.
B. 
Moving Travel Trailer. The time periods listed in this Chapter shall apply to any travel trailer on a calendar year basis regardless of if the particular travel trailer is moved from one (1) location to another within the City or moved in and out of the City.
C. 
Parking. No travel trailer, permitted or not, shall be parked on any public property, street, alley, or right-of-way.

A. 
Temporary Use Of Travel Trailers. Travel trailer permits may be issued by the City only for temporary occupancy related to the remodel of an existing home or the building of a new home. Copies of building permits for the remodel or new construction must accompany any travel trailer permit application. The location of the permitted travel trailer must be the same as the property with the new construction or remodel.
B. 
Inspections. Before issuing a travel trailer permit, the travel trailer must be inspected by the City for compliance with the City Code, proper utility hookups (if any) and proper water/wastewater disposal. In no event, shall travel trailers discharge any water, gray water or any wastewater on top of the ground or in any unapproved manner.
C. 
Period. A travel trailer permit shall be valid for a maximum of three (3) months with one (1) possible renewal for an additional 3-month period after reinspection.
