There is created in and for the county, the office of county personnel administrator.

The county personnel administrator shall be appointed by the board of supervisors to serve at the pleasure of the board.

The duties of the county personnel administrator shall be to plan, organize and administer the county personnel program under the direction of the board, and such other and additional duties as may be prescribed by the board.
