Pursuant to and in the manner authorized by Government Code Section 25515, et seq., the board of supervisors of the county of Amador authorizes the sale, lease, development, or contract agreement for the marketing, operation, or leasing of all or a portion or portions of that certain real property owned by the county of Amador, consisting of two hundred thirty-seven acres, more or less, as shown and designated on the map attached to the ordinance codified in this chapter as Attachment 1. This property shall hereinafter in this chapter be referred to as the "Carbondale property."

Any sale, lease, development, or contract agreement for the Carbondale property or portion thereof shall be awarded either pursuant to competitive bidding or, pursuant to a four-fifths vote of the board of supervisors, by a request for proposals which shall be prepared and noticed as provided in Section 2.96.030, below. In the event the board of supervisors, by a four-fifths vote, determines to request proposals for the sale, lease, or development of the Carbondale property, concurrently with the adoption of the ordinance enacting this chapter, the board of supervisors shall adopt a resolution declaring its intent to consider proposals for the sale, lease, development, or contract agreement respecting the management, marketing, operation, or leasing of the Carbondale property. This resolution shall identify the Carbondale property site, specify that the site is intended to be used for cultural, commercial, or industrial purposes, or any combination thereof, and shall fix a time not less than sixty days after adoption of the resolution for a public meeting of the board of supervisors at which meeting any and all proposals received shall be considered by the board of supervisors. Notice of adoption of the resolution and the time and place of holding the meeting for receipt of proposals shall be published at least once a week for three weeks in a newspaper of general circulation within the county of Amador.
