For statutory provisions authorizing local authorities to prohibit or restrict the parking or standing of vehicles on certain streets during all or a portion of the day, see Veh. Code §22507; for provisions relating to parking on highways in unincorporated areas, see Veh. Code §22504.
Whenever in this chapter the following words or terms are used, they shall have the meanings respectively ascribed to them in this section:
"Motor vehicle"
means any self-propelled vehicle.
"Operator"
means any person who is in actual physical control of a vehicle as the owner thereof, or as the agent, employee, or permittee of the owner.
"Vehicle"
means a device in, upon, or by which any person or property is or may be propelled, moved, or drawn upon a highway.

A. 
Any person violating any of the provisions of this chapter shall be guilty of an infraction and, upon conviction thereof, shall be punished by fine as provided in California Vehicle Code Section 42001. Each day a violation is committed or permitted to continue shall constitute a separate offense.
B. 
Notwithstanding the foregoing, as provided in California Vehicle Code Section 40000.28, any offense which would otherwise be an infraction is a misdemeanor if a defendant has been convicted of three or more violations of this chapter within the twelve-month period immediately preceding the commission of the offense and such prior convictions are admitted by the defendant or alleged in the accusatory pleading. For this purpose, a bail forfeiture shall be deemed to be a conviction of the offense charged.
C. 
Pursuant to California Vehicle Code Section 42002, every person convicted of a misdemeanor for a violation of any of the provisions of this chapter shall be punished by a fine of one thousand dollars or by imprisonment in the county jail for a period not exceeding six months, or by both such fine and imprisonment.
D. 
In addition to any fines or other penalties which may be imposed, any vehicle parked in violation of any section of this chapter may be removed to the nearest storage facility at the expense of the registered owner thereof, by or under and at the direction of a peace officer, and the person causing such movement and storage of the vehicle shall immediately, by the most expeditious means, notify the owner of the vehicle of its location. If, for any reason, the vehicle's owner cannot be so notified, the person causing the vehicle to be moved and stored shall immediately, by the most expeditious means, notify the sheriff's department of the county and the nearest office of the California Highway Patrol.
E. 
No vehicle may be removed and stored pursuant to this section unless signs indicating that no person shall stop, park or leave standing any vehicle within the area marked by the signs are erected at least twenty-four hours prior to any enforcement thereof.

The county parking areas, as defined in this chapter, are located in the city of Jackson, and include the following described areas:
A. 
The Court House Lot, as the same is shown on the Townsite Map of the Townsite of Jackson, bounded on the west by Summit Street; on the east by McDowell Street; on the north by Court Street; and on the south by the southerly boundary of the aforementioned Court House Lot lying south of Court Street and north of Water Street, which is currently used as a parking lot.
B. 
Additional parking areas which are designated as Amador County employee parking areas on the north side of Kearney Street, between Court Street and Summit Street, and on the east side of Summit Street north of the intersection with Kearney Street.

The regulations contained in this chapter apply to the public, as well as to county employees, whether using private or county-owned vehicles. County employees shall be subject to fines as provided in this chapter even if using a county vehicle during the hours referenced herein.

The regulations imposed by this chapter pertaining to county parking areas shall be in effect from seven a.m. through five p.m., Monday through Friday, excluding holidays. Regulations imposed by this chapter for areas other than county parking areas shall be in effect at all times, unless otherwise specifically indicated in a section of this chapter.

Parking spaces marked for public parking in the county parking areas are for the use of persons conducting county business or using county offices or facilities, and are not for parking by county employees or by the general public when not conducting county business or using county offices or facilities. Vehicles parked in public parking spaces during the effective times of the regulations contained in this chapter shall not park in such spaces for any period longer than that specified for such space or area of spaces.

Parking spaces within the county parking areas marked "Reserved" or with a specific designation are for the use of the designated county officer or employee. Identifiable stickers or decals or other parking permits may be issued to such officials or employees to mark such vehicles.

Parking spaces within the county parking areas marked "county employee parking" or similarly marked shall be for the parking of county employees only. Identifiable stickers or decals may be issued to county employees to mark vehicles belonging to such employees.

No private vehicle may be parked in any of the county parking areas for a period exceeding twenty-four consecutive hours. The board of supervisors may, by resolution, establish shorter maximum parking times for any of the parking spaces within the county parking areas, provided that the time limitations for parking in such spaces are clearly marked.

No person shall stop, allow to stand, or park any vehicle on any portion of the county parking areas where the curbing adjacent thereto is painted red and has stenciled thereon the words "no parking."

The person(s) designated by the board of supervisors shall enforce the parking regulations contained in this chapter pertaining to the county parking areas, unless the board of supervisors has contracted or agreed with the city of Jackson for the enforcement of such regulations, in which case the city of Jackson shall enforce such regulations to the extent specified in such contract or agreement.

A citation for a violation of one or more of these sections by the operator of a vehicle may be issued once in the morning hours (between seven a.m. and twelve noon) and again during the afternoon hours (between twelve noon and five p.m.) if the violation continues during both morning and afternoon hours. The person(s) designated by the board to enforce the provisions of this chapter shall maintain records of vehicles parked in violation of this section, and such person(s) shall order a vehicle to be towed upon a fourth or more violation of this chapter within a calendar year, provided that warning sign(s) as required by the Vehicle Code shall be posted notifying persons using the county parking areas of the possibility of such towing.

Persons serving as prospective or actual jurors may park in a space in the county parking areas (other than individually reserved parking spaces) and may park in public parking spaces for periods exceeding the marked times without being subject to the penalties provided for in this chapter while displaying a parking permit as follows: the jury commissioner or court clerk's office will provide temporary parking permits, valid for two days, to jurors and/or prospective jurors to be displayed on his/her dashboard.

The provisions of this chapter pertaining to the county parking areas shall not apply to commercial vehicles stopped in the county parking areas or any part thereof for the purpose of loading or unloading, provided said stopping shall not continue for more than thirty minutes.

The purpose of Sections 10.12.180 through 10.12.220 is the preservation of the public peace, health and safety in the area of that portion of the Cosumnes River Bridge and the Latrobe Road within the county. Parking in the above described area has reached such intensity as to make hazardous for traffic traveling upon the Latrobe Road and, further, hinders and obstructs emergency vehicles.

Any vehicle parked in violation of Sections 10.12.170 or 10.12.220 shall be removed to the nearest storage facility at the expense of the registered owner thereof, and the person causing such movement and storage of the vehicle shall immediately, by the most expeditious means, notify the owner of the vehicle of its location. If for any reason the vehicle's owner cannot be so notified, the person causing the vehicle to be moved and stored shall immediately, by the most expeditious means, notify the sheriff's department of the county and the nearest office of the California Highway Patrol.
No vehicle may be removed and stored pursuant to Sections 10.12.170 through 10.12.220 unless signs indicating that no person shall stop, park or leave standing any vehicle within the areas marked by the signs are erected at least twenty-four hours prior to any enforcement of Sections 10.12.170 through 10.12.220.

No person shall stop, park or leave standing any vehicle unattended upon the Camanche Parkway North county road between the San Joaquin County line and the intersection of said Camanche Parkway North with the Lancha Plana-Buena Vista county roads; and also between the intersection of Lancha Plana-Buena Vista county roads with Camanche Parkway North and the bridge over the Mokelumne River, which bridge is known as Camanche Bridge.

The purpose of Sections 10.12.250 through 10.12.280 is the preservation of the public peace, health and safety in the area of that portion of Camanche Park within the county. Parking in the above described area has reached such intensity as to make it hazardous for traffic traveling upon Camanche Parkway North and, further, hinders and obstructs emergency vehicles.

No person shall stop, park, or leave standing any vehicle, whether attended or unattended, upon that portion of Camanche Road lying between the access gate to Lake Camanche and one-eighth of a mile north of the intersection with Camanche Parkway North. In addition to any fines or other penalties which may be imposed, vehicles parked or left standing in violation of this section may be towed.

No person shall stop, park, or leave standing any vehicle, whether attended or unattended, upon that portion of Camanche Parkway North lying one-eighth of a mile east and one-eighth of a mile west from the intersection with Camanche Road. In addition to any fines or other penalties which may be imposed, vehicles parked or left standing in violation of this section may be towed.

No person except those using the park for park purposes shall stop, park, or leave standing any vehicle, whether attended or unattended, for any period of time in the parking lot to the east of and adjacent to the Pine Grove Park in the township of Pine Grove, which parking lot is described as that portion of the park parcel bounded on the north by California State Highway 88 and extending easterly fifty feet from the west boundary of said park and bounded to the east and south by Church Street. In addition to the penalty set forth in Section 10.12.280, any peace officer with jurisdiction over said park may cause said vehicle to be towed away and impounded at owner's expense.

No person shall stop, park or leave standing any vehicle, whether attended or unattended, upon the west side of State Highway No. 49 from the Ione-Martell cutoff, County Road No. 28, northerly for a distance of three hundred feet.

No person shall stop, park, or leave standing any vehicle, whether attended or unattended, upon the vacant joint state/county owned right-of-way between State Route 88/49 and Kennedy Flat Road. In addition, any peace officer with jurisdiction over said right-of-way may cause any vehicle parked or left in violation of the provisions of this section to be towed away and impounded at the owner's expense. A copy of the assessor's parcel is attached to the original ordinance on file in the board of supervisor's office.

Parking in the above-described area has reached such intensity as to make it hazardous for traffic traveling upon State Highway 49, and further, hinders and obstructs emergency vehicles.

Any vehicle parked or left standing in violation of Section 10.12.350 shall be removed to the nearest storage facility at the expense of the registered owner thereof, and the person causing such movement and storage of the vehicle shall immediately, by the most expeditious means, notify the owner of the vehicle of its location. If, for any reason, the vehicle's owner cannot be so notified, the person causing the vehicle to be moved and stored shall immediately, by the most expeditious means, notify the sheriff's office of the county and the nearest office of the California Highway Patrol.
No vehicle may be removed and stored pursuant to this section unless signs indicating that no person may stop, park, or leave standing any vehicle within the areas marked by the signs are erected at least twenty-four hours prior to any enforcement of Sections 10.12.350 and 10.12.360.

No person shall stop, park or leave standing any vehicle, whether attended or unattended, upon either side of Middle Bar Road from the county line, northerly for a distance of six hundred feet. Said restriction to include that portion of Mokelumne River Bridge within county boundaries.

No person shall stop, park, or leave standing any vehicle, whether attended or unattended upon either side of New York Ranch Road from one-half mile south of Bingo Way (Post Mile 1.75), northerly to one-half mile north of Bingo Way (Post Mile 2.65) for a distance of one mile where signs are posted restricting parking. In addition to any fines or other penalties which may be imposed, vehicles parked or left standing in violation of this section may be towed.
