(A)
The Planning Commission shall consider all tentative maps which would create small lot subdivisions and shall make a recommendation to the City Council with respect to the application's compliance with the general plan, any applicable specific plan, and the zoning ordinance.
(B)
The City Council may approve, or conditionally approve a tentative map which would create a small lot subdivision if it can make the findings listed in PMC § 16.40.100. The City Council may prohibit or limit filing of multiple final maps or place reasonable conditions on filing of multiple final maps. In making its findings in support of the approval or disapproval, the City Council shall apply all ordinances, policies and standards in effect at the time the application was deemed complete; provided, however, that such other ordinance, policies and standards which may be applicable under the provisions of Government Code Section 66474.2(b) and (c) shall also be applied.

The Planning Commission may prohibit or limit filing of multiple final or parcel maps or place reasonable conditions on filing of multiple final or parcel maps. In making its findings in support of the approval or disapproval, the Planning Commission shall apply all City standards in effect at the time the application was deemed complete; provided, however, that such other City standards which may be applicable under the provisions of Government Code Section 66474.2(b) and (c) shall also be applied.
(B)
The tentative map may be denied by the Planning Commission on any of the grounds provided by the Subdivision Map Act and this Title. The Planning Commission shall deny approval of the tentative map if it cannot make all of the findings listed in PMC § 16.40.100 (Findings for approval of tentative maps).
