A. 
Definitions. As used in this Section, the following have these meanings:
PRIVATE PROPERTY
See Section 210.660.
SNOW
Snow, ice, sleet, hail, or other similar meteorologic material.
B. 
The following provisions shall apply to all private properties within the City limits of Wright City and all private (non-governmental) removal services.
1. 
No person shall take or remove or cause to be taken or removed any snow from any property owned, occupied or controlled by that person and pile or dump the same within the lines of any City street or alley within the City limits, or pile, remove, or dump any snow.
2. 
Snow accumulations on private property resulting from snow removal by the property owner or occupant are not the responsibility of the City but may be removed or caused to be removed by the City if any pedestrian or traffic safety hazards are caused by the same, and actual cost of such removal shall be billed to the property owner or occupant.
3. 
Snow shall not be removed across any City street or into or across any alley unless it can be completely deposited upon private property beyond the curb line, or when there is no curb, two (2) feet beyond the bank created by the City plowing, or beyond the alley right-of-way, provided that the permission of the owner or occupant of the private property where the snow is deposited has first been obtained.
4. 
In no event shall snow be placed so as to extend more than one (1) foot into the roadway than the existing curb line.
5. 
Snow shall not be deposited on any street area after snow has been windrowed or the street has been cleaned of snow.
6. 
Snow shall not be placed in piles at any intersection of the City streets or alleys either on or off private property, if such piling results in piles more than two (2) feet high, measuring from street level, or in any way impedes vision for motorists or traffic safety. In addition, the height restriction shall apply to any private property, driveway, or access point to City streets which would normally be used by the general public.
7. 
Private haulers and private snow removers must make prior arrangements for the dumping of snow upon City property and shall not place the materials on City dumping areas unless permission is given by the Director of Public Works. Emergency vehicles operated for emergency purposes are exempt from the provisions of this Chapter.
8. 
This Section shall be enforced by the City Police Department, and all officers are empowered to issue citations on site. Any person, occupant, or hired contractor responsible for activity that violates this Section shall be guilty of an offense. The owner, lessee or occupant of the property on which the activity is located shall be deemed jointly and severally liable for the violation.
9. 
Penalties for Non-Compliance.
a. 
A warning for the first offense.
b. 
A fine not exceeding fifty dollars ($50.00) per violation for subsequent offenses.

A. 
Snow Emergency; Declaration. The Mayor and City Clerk, or their designee, are hereby authorized and empowered to declare a snow emergency, to remain in effect for forty-eight (48) hours or until it is declared completed by the Mayor and City Clerk, or their designee, and order the removal of all automobiles from all public roadways for allowing the removal of snow, ice or any other accumulated precipitation.
B. 
Notice. Notice of a snow emergency declaration shall be posted on the City website and given to at least two (2) media outlets, including, but not limited to, radio, television stations or any other communications medium whose normal operating range covers the County and can disseminate the declaration within one (1) hour after it is made.
C. 
Parking Restricted. Upon the declaration of a snow emergency, it is unlawful for any person to park, or suffer to be parked, any vehicle of any kind or description at any time on either side of any public roadway within the City roads system until the emergency is declared completed. Any vehicles in violation of any of these Subsections may be ticketed or towed at the discretion of the City Police Department.
D. 
Exemption. The following are exempt from this Section:
1. 
Emergency vehicles operated for emergency purposes; and
2. 
Vehicles owned by persons parking their vehicle adjacent to their residence located on a collector or minor street and for which residence no driveway exists and no immediate off-street public parking is available.

A. 
Object Removal. Basketball hoops, trash totes, or any other objects that obstruct snow removal operations must be removed from the street and right-of-way during snow accumulation periods. Property owners, occupants, or responsible parties shall ensure these items are relocated to private property, ensuring they do not impede snowplows or create traffic safety hazards. Any object in violation of this Section may be ticketed at the discretion of the City Police Department.
B. 
Exemption. The following are exempt from this Section:
1. 
Emergency vehicles operated for emergency purposes.
C. 
Penalties For Non-Compliance.
1. 
A warning for the first offense.
2. 
A fine not exceeding fifty dollars ($50.00) per violation for subsequent offenses.
