The police judge shall reside and hold his office within the limits of the city and shall have jurisdiction over all offenses defined by any ordinance of the city and all other actions brought to enforce or recover any penalty or forfeiture declared or given by any ordinance of the city and to pronounce judgment in accordance therewith and to issue all process necessary for the enforcement of such judgment.

All civil or criminal proceedings before such judge under and by authority of this chapter and the act of the legislature prescribing the jurisdiction of police judges in municipal corporations of the third class shall be governed and regulated by the general laws of the state relating to justices of the peace and their practices and jurisdiction.

The police judge shall before exercising any of the functions of such office execute and deliver to the city a bond for $500.00, with two or more sureties conditioned for the faithful performance of his duties as prescribed by law, this chapter or any other ordinance or order of the city council heretofore or hereafter passed.

The police judge shall keep a proper account of all fines, forfeitures, penalties or other moneys received by him for or on behalf of the city when acting as such officer and shall pay the same on the first Monday of each and every month for the preceding month to the city treasurer and take duplicate receipts thereof, one of which he shall file with the city clerk.
