Pursuant to Chapter 35.34 RCW, the city council hereby establishes a two-year biennium budget for the city of Colville, beginning with the two-year biennium which begins January 1, 2015. The city of Colville will implement a fiscal biennium budget process, with two one-year budgets to cover the 2015-2016 biennial budget, and all subsequent budgets shall be prepared, considered and adopted under the provisions of this chapter and Chapter 35.34 RCW, which is hereby adopted by reference. Access to the second year of the biennium budget shall be restricted.

Pursuant to Chapter 35.34 RCW, the city council shall provide for a mid-biennial review, and modification shall occur no sooner than eight months after the start nor later than the conclusion of the first year of the biennium. The mayor shall prepare a proposed budget modification and shall provide for publication of notice of hearings consistent with publication of notices for adoption of other city ordinances. Such proposal shall be submitted to the city council and shall be a public record and be available to the public.

The mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directives of this chapter.
