Beginning with the billing for the reading in January 2011, every person, firm and organization whose premises are connected or may hereafter be connected to the city water system, shall pay to the city the following sums for the purchase and use of such water:

B. 
Metered consumption.
1. 
Metered consumption through one hundred ten (110) percent of average winter consumption: Three dollars and two cents ($3.02) per thousand (1,000) gallons. Any future increase from city supplier for the water commodity shall be automatically added to the price stated herein.
2. 
Metered consumption from one hundred eleven (111) percent through three hundred ten (310) percent of average winter consumption: Nine dollars and twelve cents ($9.12) per thousand (1,000) gallons. Any future increase from city supplier for the water commodity shall be automatically added to the price stated herein.
3. 
Metered consumption above three hundred eleven (311) percent of average winter consumption: Thirteen dollars and sixty-two cents ($13.62) per thousand (1,000) gallons. Any future increase from city supplier for the water commodity shall be automatically added to the price stated herein.
C. 
Annual increase. The rates identified in subsections A and B of this section shall increase annually by four percent each year beginning with the billing for the reading in January 2012 and in addition to any other increase made under other sections of this code.

In the event that more than one family unit, business unit, school unit, church or nonprofit organization is receiving water service by one master meter then the property owner of record shall be liable for the payment of such service and the water service account shall be maintained in the name of said property owner.

A. 
The charges established for the city water shall be billed once each month and rendered on all customers or the owners of record of property connected to the water system. Bills so rendered shall include a charge for each month the premises were connected to the water system without regard to whether the premises were occupied or unoccupied during all or part of the billing system.
B. 
All water bills rendered are due and payable when rendered. Water bills shall be mailed on the last working business day of the month, and shall be deemed delinquent if not paid by the fifteenth (15th) day of the next month. On all bills deemed delinquent, a delinquency charge, as set by resolution of the governing body, shall be charged.
C. 
A delinquency and termination notice shall be issued by the city within seven days after a bill is delinquent. The delinquency and termination notice shall provide the customer with the following information:
1. 
The amount of the unpaid balance plus delinquency charge;
2. 
The customer's right to hearing before the city; and
3. 
Notice that service will be terminated on the fifth day of the following month if the bill remains unpaid. If the fifth day of the month falls on a Friday or a weekend, service will be terminated the following Monday.
D. 
If the customer of record is not the occupant where water service is provided, then the city shall provide similar notice to the occupant. The request for a hearing must be received no later than three working days before the date of disconnection. Such hearings shall be conducted by the city administrator or such other representative as may be appointed by the city administrator. The city is authorized to discontinue and disconnect water service for any customer who shall be delinquent in the payment of bills. Customers are responsible for furnishing the city with their correct mailing address for billing purposes.
E. 
No discontinued and disconnected water service shall be reconnected until such delinquent bill, delinquent charges, and turn-on charge and/or re-installation charge, has been paid in full.
F. 
If a delinquent bill remains unpaid and service is terminated, the account will be referred to collections by the city.

The governing body shall adopt by resolution a fee schedule which includes charges for the initial water connection, transfer of service, and service reinstatement. Fees may vary based upon the time requested for the service connection.

Service connections will typically take place during normal business hours between eight a.m. and five p.m. An occupant or responsible party must be present when service is established. Upon prior notice, the city will attempt to honor requests for service to be turned on between five p.m. and seven p.m. However, requests for service after seven p.m., on weekends, or holidays will be based upon the availability of city staff and may be subject to an additional fee as set by resolution.
