Beginning with the billing for the reading in January 2011, every person, firm and organization whose premises are connected or may hereafter be connected to the city water system, shall pay to the city the following sums for the purchase and use of such water:

Metered consumption.
1.
Metered consumption through one hundred ten (110) percent of average winter consumption: Three dollars and two cents ($3.02) per thousand (1,000) gallons. Any future increase from city supplier for the water commodity shall be automatically added to the price stated herein.

Metered consumption from one hundred eleven (111) percent through three hundred ten (310) percent of average winter consumption: Nine dollars and twelve cents ($9.12) per thousand (1,000) gallons. Any future increase from city supplier for the water commodity shall be automatically added to the price stated herein.
3.
Metered consumption above three hundred eleven (311) percent of average winter consumption: Thirteen dollars and sixty-two cents ($13.62) per thousand (1,000) gallons. Any future increase from city supplier for the water commodity shall be automatically added to the price stated herein.
