This chapter is enacted pursuant to K.S.A. 65-164 et seq., K.S.A. 65-165 et seq. and the Federal Water Pollution Control Act as amended, 33 D.S.C. 1251 et seq. for the purpose of implementing the national pollutant discharge elimination system, hereinafter referred to as NPDES, and establishing regulations for discharges into the sewers of the city. More specifically the objectives of this chapter are as follows:
A.
To maintain and improve the quality of surface water and groundwater within the city;
B.
To prevent the discharge of contaminated stormwater runoff from industrial, commercial, residential and construction sites into the municipal separate storm sewer system and natural waters within the city;
C.
To promote public awareness of the hazards involved in the improper discharge of hazardous substances, petroleum products, household hazardous waste, industrial waste, sediment from construction sites, pesticides, herbicides, fertilizers, and other contaminates into the storm sewers of the city;
D.
To encourage recycling of used motor oil and safe disposal of other hazardous consumer products;
E.
To facilitate compliance with state and federal laws and regulations applicable to the city of Valley Center's NPDES permit issued by the Kansas Department of Health and Environment for stormwater discharges.
F.
To enable the city to comply with all federal and state laws and regulations applicable to its NPDES permit for stormwater discharge.
G.
To regulate the management of stormwater for purposes of public safety, welfare and quality of life.
H.
To manage and maintain local floodplains; and,
I.
To facilitate compliance with city standards and permits by owners of developed, redeveloped, and undeveloped properties within the city.
