A point 100 feet below mean sea level of the Pacific Ocean, as determined at the intersection of the Willapa River with the South Fork of the Willapa River, is adopted as the city datum and the base line of grades in the city of Raymond, and the same shall be established base, and the grade of each street as established shall be the elevation of the same above said base.
