The purpose of this chapter is to establish the requirements and standards for the management of stormwater in the city.

All development activities must comply with the provisions of this chapter unless specifically exempted.

The city hereby adopts the most recent version of the Stormwater Manual for Eastern Washington prepared by the Washington State Department of Ecology, except as follows:

Pervious Surfaces Encouraged. The city encourages the use of pervious surfaces such as grass blocks or grasscrete for driveways.
