There shall be established within the city the following: Planning Commission; Active Transportation and Infrastructure Commission; Parks and Recreation Commission; Finance Commission; Public Financing Authority/Enhanced Infrastructure Financing District; and, Senior Advisory Committee. The city council may establish by ordinance or resolution such other commissions, committees, and boards as it deems necessary.

A. 
For purposes of this chapter, the use of the term "board member" in designating membership to council-appointed bodies shall be considered synonymous with "commissioner."
B. 
For purposes of this chapter, the word "commission" includes the word "committee," the word "commissioner" includes a member of a committee, and the word "commissioners" includes members of a committee.

Unless otherwise specifically provided by law, or by ordinance or resolution of the city council, all members of commissions of the city shall, at all times during their incumbencies, be bona fide residents and registered voters of the city. No member of any commission shall be a city employee, nor shall any person be a member of more than one permanent commission at any one time.

A. 
The city council shall use the following appointment process, except as may otherwise be determined by majority vote of the city council, as to the appointment of commission members:
1. 
Applicants must complete an application to be submitted to the city clerk's office. Qualified candidate applications will be forwarded to the entire city council.
2. 
City council members shall make direct appointments to each applicable commission, prior to the city council ratifying the appointment(s). Applicants need not reside in the district for the appointing city council member.
3. 
Commissioners shall serve the same term as the appointing city council member. Upon the expiration of an appointing city council member term, commissioners will continue to serve until replaced.
4. 
Commissioners are limited to serving two, four year terms prior to a mandatory one year break in service. A partial term of less than two full calendar years does not count as a term for purposes of term limits.
5. 
Appointments for unscheduled vacancies shall be in the same manner as initial appointments. The person appointed to fill an unscheduled vacancy will serve for the remainder of the term.
6. 
Appointed commission members shall file with the city clerk an annual conflict of interest statement prior to April 1st. Failure to timely file a statement shall constitute a basis for removal.
7. 
All members shall complete ethics training within sixty days upon assuming office and every two years thereafter as per Government Code Section 53235, as it may be amended from time to time.
8. 
All appointed commission members shall serve at the pleasure of the city council unless otherwise provided by law. Any commission member may be removed at any time by the city council member appointing that member or by a majority vote of the city council.
B. 
At-large appointments, if applicable, may be made in the following manner:
1. 
Applications will be compiled after a notification period of not less than six-weeks.
2. 
If less than ten applicants, the city council may schedule an interview session in which to select a candidate. For more than ten applicants, the council may select a subcommittee to hold interviews or request the appropriate commission to make a recommendation of no more than five applicants for city council consideration.
3. 
An at-large appointment requires three affirmative votes.

Unless otherwise specifically provided by law, or by ordinance, the city council shall establish meeting schedules for each commission by resolution. A quorum of three shall be required for the transaction of any business unless the commission size is seven or nine, in which case a quorum shall consist of four or five, respectively.

Should any commission member be absent from any three consecutive meetings of the commission, without excuse acceptable to the city council, that member shall vacate his or her seat on the commission. The vacancy shall be filled in the same manner as any other vacancy.

Annually, each commission shall appoint one of its members as chair and another of its members as vice-chair, and each shall hold office for one year or until a successor is appointed.

All commissions shall follow rules of procedure and decorum as approved by the city council through ordinance or resolution. At a minimum, commissions shall adhere to the following rules:
A. 
All commissions established by this chapter are declared to be subject to the provisions of the Ralph M. Brown Act contained in the California Government Code or any amendments thereto, requiring open meetings with public comment. In so doing:
1. 
All matters are discussed and acted on in an open forum meeting which includes access to the meeting, except as provided for closed session matters, if applicable.
2. 
All meetings shall allow the public to speak on agenda items, to include grouped items under consent, as well as one public comment section for items within the jurisdiction of the commission and not on the agenda.
3. 
All agendas shall be posted in accordance with the Brown Act, at least seventy-two hours prior to a regular meeting on the city's physical bulletin board for the official posting and website.
4. 
Only items listed on the agenda shall be discussed at the meeting. All new topics identified may be placed on a future agenda.
B. 
All persons attending a public meeting should strive to treat everyone courteously, exercise self-control, avoid personalizing debate, and embrace respectful disagreement as a tool for forging sound decisions and understanding of dissenting opinions.
C. 
All remarks shall be addressed to the chair and not to any other member nor to a member of the public.
D. 
All persons shall obey any lawful order of the presiding officer to enforce the decorum.
E. 
The presiding officer may establish such rules as are necessary to control public debate. No member of the public shall speak more than once during the same meeting as to the same agenda item. The presiding officer may establish a reasonable time limit for speakers if announced before the beginning of the agenda item or public comment item.

The city council may appoint a liaison from its members to a commission. The liaison shall facilitate communications between the commission and the city council, and provide information related to city council policy. The liaison shall not exercise any vote nor provide undue influence on the proceedings of the commission.

Unless otherwise provided for, the members of boards, commissions, and committees shall serve without compensation for their services as such but may receive reimbursement for necessary travel and other expenses incurred on official duty when such expenditures have been authorized by the city manager.

No member of a board, commission, or committee shall be or become directly or indirectly financially interested in or with the performance of any contract, work, or business, or in the sale of any article, the expense, price or consideration for which is payable from the city if such contract, work, business, or sale falls within the advisory duties delegated to the board, commission, or committee upon which such member is serving; and provided further, that no member shall be deemed to be financially interested, within the meaning of the foregoing provisions, if such interest is not a prohibited interest under, and disclosure is made in accordance with, the provisions of the California Government Code, or under the provisions of the Political Reform Act of 1974. Every person appointed to a commission listed in the city's Conflict of Interest Code shall file a statement of economic interests with the city clerk. Statements of economic interests shall be filed within thirty days of taking office and annually thereafter, and upon leaving office. Any such person who fails to file a statement of economic interests as provided in this section may be required to vacate the office.
