It is the purpose of this chapter to establish that the state has implemented energy conservation guidelines for all new construction. These guidelines require documentation review time and inspection time for which there are no fee schedules established to recover the city's expense.

The fees for plan review of energy documentation shall be as follows:
A. 
Thirty dollars ($30.00) per hour when reviewed by the city; or
B. 
Full amount of billing when reviewed by outside consultants.
A deposit of thirty dollars shall be made when the building permit is applied for. The balance is to be paid at the time of permit issuance, in conjunction with all other applicable fees.
