The city council finds that door-to-door solicitors sometimes infringe upon the rights of privacy of the residents in the city. The city council further finds that door-to-door soliciting increases the possibility and potential for criminal activity by persons posing as legitimate salespersons and canvassers. The city council further finds that the city cannot regulate the content of speech of door-to-door solicitors or canvassers. The city council further finds that residents should be entitled to choose not to listen to various messages by posting a "No Soliciting" sign if they choose. The city council further finds that solicitors should honor the choice of those residents who desire not to hear a political, social or commercial message.
