A mayor pro tempore shall be appointed from among their membership by a majority of the city council members at the first meeting of the newly elected council at the beginning of each biennium, commencing January 1, 2002.

If at any time the appointed mayor pro tempore shall be unable or unwilling to serve or to continue to so serve, then a successor mayor pro tempore shall be appointed by the remaining city council members in the same manner and such successor mayor pro tempore shall serve the remainder of such term.
