A. 
The city states its intent to join the Timberland Regional Library District of Grays Harbor, Lewis, Mason, Pacific and Thurston counties by including the city of Yelm as part of such district through the annexation procedures set forth in RCW 27.12.360 and 27.12.370.
B. 
The city council finds that the public interest will be served by the city becoming a part of the library district through annexation.
C. 
Any special covenants and/or provisions shall be stated within the agreement signed by the city and Timberland Regional Library District.
