There is created and established a fund to be known as the "city claims fund" into which moneys may be paid from time to time as directed by the city council from any funds available and upon which warrants may be issued and paid in satisfaction of claims against the city for any purpose. The accounts of the city shall be so maintained to reflect the department or departments and the respective amounts for which warrants from the claims fund are issued and paid.
