The following codes, as amended, added to, or excepted in this chapter, are adopted by reference thereto and by this reference fully incorporated herein, and shall be applicable within the city of Edgewood:
A. 
Uniform Plumbing Code (UPC). The 2021 Edition of the UPC and standards published by the International Association of Plumbing and Mechanical Officials, as amended by the Washington State Building Code Council and published in Chapter 51-56 WAC, provided:
1. 
Chapter 15.10 EMC shall be used in place of UPC Chapter 1, Administration;
2. 
Those requirements of UPC Chapter 5 relating to venting and combustion air of fuel-fired appliances are specifically not adopted;
3. 
Those portions of the UPC addressing building sewers are specifically not adopted;
4. 
UPC Chapters 12 and 14 are specifically not adopted;
5. 
UPC Appendix A, Recommended Rules for Sizing the Water Supply, is adopted by reference;
6. 
UPC Appendix B, Explanatory Notes of Combination Waste and Vent Systems, is adopted by reference.
7. 
UPC Appendix I, Installation Standards, is adopted by reference.
8. 
UPC Appendix M, Peak Water Demand Calculator, is adopted by reference.

A. 
The provisions of this chapter and EMC § 15.60.010(A) shall apply to the erection, installation, alteration, repair, relocation, replacement, addition to, use, or maintenance of plumbing systems, including equipment, appliances, fixtures, fittings and appurtenances, and where connected to a water or sewage system and all aspects of a medical gas system.
B. 
For properties or portions thereof located within a critical aquifer recharge area as regulated by Chapter 14.60 EMC, Aquifer recharge and wellhead protection areas, refer to the additional protections in EMC § 14.60.040(E) for floor drains, roof venting, and nonresidential vehicle washing associated with certain uses.

A. 
Certain work is exempt from the building permit requirements of this chapter and the technical codes; provided, that:
1. 
Exemption from permit requirements shall not be deemed to exempt the development or its use from other applicable requirements nor grant authorization for any work to be done in any manner in violation of the provisions of this title, the technical codes, or any other applicable federal, state, and local regulations; and
2. 
Exemption from the building permit requirements of one technical code does not exempt work from the building permit requirements of other technical codes.
B. 
The exemptions listed herein shall not apply when the proposed work is located in any of the critical areas regulated by:
1. 
Chapter 14.40 EMC, Wetlands;
2. 
Chapter 14.50 EMC, Critical Fish and Wildlife Habitat Areas;
3. 
Chapter 14.70 EMC, Volcanic Hazard Areas;
4. 
Chapter 14.80 EMC, Flood Hazard Areas;
5. 
Chapter 14.90 EMC, Landslide Hazard Areas;
6. 
Chapter 14.100 EMC, Seismic (Earthquake) Hazard Areas; or
7. 
Chapter 14.110 EMC, Erosion Hazard Areas.
C. 
To be exempt from the requirement for a building permit, the proposed scope of the work, activity, operation, practice, or function to be covered by the building permit must be equal to or smaller than the exemption listed. Building permits shall not be required for the following work otherwise governed by EMC § 15.60.010(A):
1. 
The stopping and/or repairing of leaks in drains, water, soil, waste, or vent pipe; provided, however, that should any concealed trap, drain pipe, water, soil, waste, or vent pipe become defective, and it becomes necessary to remove and replace the same with new material, the same shall be considered as new work and is not exempt.
2. 
The clearing of stoppages or the repairing of leaks in pipes, valves or fixtures and the removal and reinstallation of water closets; provided, however, that repairs involving or requiring the replacement or rearrangement of valves, pipes or fixtures are not exempt.
3. 
Reinstallation or replacement of prefabricated fixtures and/or valves that have accessible connections to rough-in plumbing; provided, however, that replacement of a water heater in any building or use, and reinstallation or replacement of any fixture or valve within a commercial kitchen, are not exempt.
4. 
Building service equipment, or any portion thereof, set up for exhibition purposes and with no connection to a water, fuel, energy, or drainage system.

Section 713.2 of the UPC is hereby amended by adding a new subsection to read as follows:
713.2.1 In areas not served by sanitary sewers as specified by Section 305 of the UPC, septic tanks and drain fields conforming to the most currently adopted rules and regulations of the Tacoma-Pierce County Health Department shall be installed. Approval of such systems must be obtained from Tacoma-Pierce County Health Department prior to installation. All on site systems must conform to EMC Chapter 11.55.

Section 1101.6 of the UPC is hereby amended to read as follows:
1101.6 Subsoil Drains. Subsoil drains shall be provided around the perimeter of all buildings having basements, cellars, or crawl spaces or floors below grade. Such subsoil drains shall be positioned outside the footing and placed in a trenched depression along the bottom edge of the footing. Subsoil drains shall be perforated pipe not less than four (4) inches in diameter, and shall be laid in gravel, slag, crushed rock, or other approved porous material with a minimum (4) inches surrounding the pipe on the top and side. Subsoil drains shall be provided with a positive slope to allow for gravity drainage. Mirafi 140N or equal, nonwoven filter media shall be provided.
