The following words, terms or phrases, wherever used in this Chapter, shall be construed as follows:
Residential non-putrescible waste that would qualify as MSW except that it is too large for carts provided by the City Waste Collector. Material must be able to be safely collected by one (1) person into waste transportation vehicles but shall not include items that may not be disposed at a Disposal Site. All CFCs and other refrigerants must be removed. Material must meet the bulk collection guidelines of the City Waste Collector and cannot exceed weights and/or volumes specified by the City Waste Collector.
Any individual, firm, partnership, corporation or employees thereof under contract with the City for the collection, removal and final disposition of Municipal Solid Waste, Yard Waste, Recyclable Materials or other Trash from premises owned, rented, leased or occupied by any Householder within the City under the direction and supervision of the City Administrator or their designee. Pursuant to contract approved by Resolution No. 1775 (2025) the City Waste Collector is Allied Services, LLC., dba Republic Services of Bridgeton.
Any person or entity with Municipal Solid Waste and/or Recyclable Material removal needs other than Residential Units or Condominiums as defined herein.
The condominium developments known as Briar Cliff I and II, Saratoga, Villas at Golfview, Golfview on the Greens, Coeur de Royale, Old Ballas, Carriage House, Woodbridge, Summit Lofts, and Somerfor.
The person or entity responsible for receiving monthly invoices, payment for condominium services and communication with the City Waste Collector and/or the City regarding Municipal Solid Waste.
A Waste Material depository, including, but not limited to, sanitary landfills, transfer stations, incinerators, recycling facilities and waste processing/separation centers licensed, permitted or approved by all governmental bodies and agencies having jurisdiction and requiring such licenses, permits or approvals to receive for processing or final disposal of Waste Material.
Excluded Waste consists of Special Waste, Hazardous Waste, construction debris, electronic waste, and any other material not expressly included within the scope of the City's Agreement with the City Waste Collector, including, but not limited to, any material that is hazardous, radioactive, volatile, corrosive, highly flammable, explosive, biomedical, infectious, biohazardous, toxic or listed or characteristic hazardous waste as defined by applicable law or any otherwise regulated waste.
Any amount of waste listed or characterized as hazardous by the United States Environmental Protection Agency or any State agency pursuant to the Resource Conservation and Recovery Act of 1976, as amended, and including future amendments thereto, and any other applicable law.
Any individual who is the legal or nominal head of a household comprised of them and other individuals who hold temporary or permanent domicile in a Residential Unit or Condominium within this City.
The premises and activities of any individual, firm, partnership, corporation, association, club, public or private agency or other organization engaged within this City in teaching of any kind, in religious or benevolent services or in the temporary or permanent care or treatment of individuals who either have or are suspected of having physical or mental afflictions but not including a group home in a Residential Unit.
Useless, unwanted or discarded non-hazardous materials (Trash or garbage) with insufficient liquid content to be free-flowing that result from residential, commercial, governmental or community operations. Municipal Solid Waste does not include any Excluded Waste.
An established organization or foundation dedicated to public service or culture, including, but not limited to, religious, educational and health care functions. Federal, State and local governmental establishments are considered non-profit organizations for purposes of this Chapter. This term shall include civic clubs, youth groups and extracurricular school organizations.
Any individual or entity occupying real property in the City, whether as owner, lessee, tenant or otherwise.
Any person engaged in the collection, removal and final disposition of Solid Waste, Yard Waste, Recyclable Materials or other Trash in the City, except the City Waste Collector when acting in such capacity.
Used and/or discarded materials that are capable of successful processing and sale on the commodity market. "Acceptable Recyclable Material" means the materials listed as such on the City Waste Collector's website. All material must be empty, clean and dry. "Unacceptable Recyclable Material" means the materials listed as such on the City Waste Collector's website.
Any unattended bin, box, container, structure or device, whether owned by the City, its agent or a Non-Profit Organization, with the purpose of serving as a container for the collection of Recyclable Materials. This includes receptacles located on the premises of Occupiers of Land as well as receptacles placed at City collection facilities. A Recycling Receptacle must be clearly labeled with the term "Recycling Receptacle" and the type of the Recyclable Material to be collected in the receptacle.
All Municipal Solid Waste and Yard Waste generated by Occupiers of Land within the City, whether recyclable or non-recyclable.
Containers provided by City Waste Collector for curbside collection of MSW and Recyclable Materials (Acceptable Materials only).
A individual dwelling on a subdivided lot other than Condominiums where a person or group of people live within the municipal boundaries of the City, and a Residential Unit shall be deemed occupied when either water or power services are being supplied thereto. Apartments are Commercial Establishments, not Residential Units.
Any non-hazardous solid waste which, because of its physical characteristics, chemical make-up, or biological nature requires either special handling, disposal procedures including liquids for later solidification, documentation, and/or regulatory authorization, or poses an unusual threat to human health, equipment, property, or the environment. Special Waste, includes, but is not limited to: (a) waste generated by an industrial process or a pollution control process; (b) waste which may contain residue and debris from the cleanup of spilled petroleum, chemical or commercial products or wastes, or contaminated residuals; (c) waste which is non-hazardous as a result of proper treatment pursuant to Subtitle C of the Resource Conservation and Recovery Act of 1976 ("RCRA"); (d) waste from the cleanup of a facility which generates, stores, treats, recycles or disposes of chemical substances, commercial products or wastes; (e) waste which may contain free liquids and requires liquid waste solidification; (f) containers that once contained hazardous substances, chemicals, or insecticides so long as such containers are "empty" as defined by RCRA; (g) asbestos containing or asbestos bearing material that has been properly secured under existing applicable law; (h) waste containing regulated polychlorinated biphenyls (PCBs) as defined in the Toxic Substances Control Act (TSCA); (i) waste containing naturally occurring radioactive material (NORM) and/or technologically-enhanced NORM (TENORM); and (j) Municipal Solid Waste that may have come into contact with any of the foregoing.
In the ordinary sense of the word, any trash, garbage, rubbish, junk, decaying vegetable or animal matter, ashes, debris, obnoxious or filthy substances or any kind of solids or liquid waste material.
All non-hazardous Municipal Solid Waste and, as applicable, Recyclable Material, Yard Waste, and Bulky Waste Material does not include any Excluded Waste.
Major appliances (as defined by Section 260.200, RSMo.) and any other items that cannot be disposed of at Disposal Sites, not including Hazardous Waste. All CFCs and other refrigerants must be removed before such items are collected by the City Waste Collector.
Grass, leaves, flowers, stalks, stems and twigs/small branches. For Yard Waste collection services from the City Waste Collector, grass, pine needles, leaves, flowers, stalks, stems, and twigs/small branches [less than four (4) feet in length and less than twenty-four (24) inches in diameter] shall be in a container, bag or bundle. The maximum weight of any container placed out for yard waste collection shall be sixty (60) pounds.
