The Mayor, with the advice and consent of the Council, shall appoint some competent person to the office of Recreation Center Director who shall serve as such at the will of the Mayor and City Council.

A. 
The Recreation Center Director shall possess the following qualifications:
1. 
Strong leadership and management skills with demonstrated knowledge of the fundamental and accepted practices in recreation and aquatics operations and administration.
2. 
First-hand knowledge of budgets, capital improvement projects, and facility maintenance.
3. 
Ability to assess goals and strategies and hold staff accountable to ensure successful implementation and completion of goals and objectives.
4. 
Experience in management, leadership and the supervision of staff.
5. 
Training and experience in customer service.
6. 
Certifications in pool operation, lifeguard training, first aid/CPR, or the ability to obtain all of these certifications.
7. 
Obtain/maintain a valid Missouri driver's license.

A. 
The Recreation Center Director shall have the following duties and responsibilities:
1. 
Manage and provide leadership for all facilities and staff members of the Diane Sayer Recreation Center.
2. 
Design and implement recreational programs in specified facilities to include both summer and winter recreation programs.
3. 
Complete and maintain budgets for each facility and recreation program in coordination with the City's Budget and Finance Committee.
4. 
Establish rules and regulations for recreation programs and facilities.
5. 
Interview and make hiring recommendations to the Mayor and Council. Train, and schedule full-time, part-time, temporary and seasonal employees.
6. 
Provide overall direction, coordination, evaluation and appraising performance, along with rewarding and disciplining employees in accordance with the City's personnel policies.
7. 
Administer a broad area of recreational, fitness and aquatics activities.
8. 
Work cooperatively with youth, adult and all other organizations in the community.
9. 
Carry out supervisory responsibilities in accordance with the City of Caruthersville policies and procedures.
10. 
Be available to work a varied schedule to include evenings and weekends depending on season and activities.
11. 
Develop advertising, marketing and promotional materials for recreation/fitness/aquatics and facilities.
12. 
Distribute program information to the residents of Caruthersville and neighboring communities.
13. 
Perform minor maintenance on fitness equipment, pool, and other facilities.
14. 
Oversee all daily financial operations regarding all facilities and programs.
15. 
Procure all goods and services for the recreation center in compliance with the City's procurement ordinance. Oversee the performance of work by contractors providing services to the recreation center.
16. 
Work with social media and website applications.
17. 
Perform/oversee payroll submittals for all employees.
18. 
Evaluate all employees during probation and annually.
19. 
Code all bills for payment.
20. 
Prepare budget reports as requested by the Mayor and City Council.
21. 
Perform and assist with approved fundraising and small grant writing,
22. 
Prepare a written report of recreation center activities and operation and attend City Council meetings as required.
23. 
Work cooperatively with other City departments to provide for efficient operation of the recreation center.
24. 
Address complaints and resolve problems.
25. 
Perform other duties and tasks as deemed necessary and/or as assigned.
26. 
Public speaking as necessary to accomplish each of the foregoing.
