(a) 
There is hereby created and established a committee to be officially designated as the historic resources advisory committee of the City.
(b) 
The historic resources advisory committee (HRAC) shall study, investigate, plan, implement, and advise the city on matters related to the history of the city. Specifically, the HRAC is assigned with identifying areas for preserving the history of the city, related to and including developing programs and services that share the city's history. The HRAC shall serve solely as an advisory body to the city on matters related to the history of the city.

(a) 
The HRAC shall have all the powers granted herein and shall perform all duties as provided herein.
(b) 
The HRAC shall adopt rules and regulations for the conduct of its meetings and for defining in detail the responsibilities of its members, officers, and committees.
(c) 
The HRAC shall work with the city council and city staff to develop and implement policies that focus on the city's history.
(d) 
The HRAC shall advise the city council and city staff on important issues that relate to the history of the city.
(e) 
The HRAC shall carry out and implement other directives from the mayor, city council, and city staff.

(a) 
The HRAC shall consist of up to seven voting members, who broadly represent the diversity of the city. The voting members shall reside within the corporate boundaries of the city and shall serve without compensation.
(b) 
The HRAC shall annually elect a chair, a vice-chair, and a secretary.
(1) 
The chair shall preside over the meeting and shall be entitled to vote upon each issue. In the event that a question over procedures arises, standard parliamentary rules shall prevail.
(2) 
The vice-chair shall assist the chairman in directing the affairs of the advisory board. In the absence of the chair, the vice-chair shall assume all duties of the chair.
(3) 
The secretary shall review and sign the minutes prepared by city personnel or designee before presenting the same to the board for approval.
(c) 
The following may be an ex-officio, non-voting member of the HRAC: One (1) city staff member appointed by the city manager to serve as a staff liaison to the HRAC.

(a) 
Any interested individual who meets the qualifications set in section 2.02.082(A) may indicate interest in serving on the HRAC by submitting the following information to the city secretary:
(1) 
Completed application. Applications are available at the Murphy City Secretary's office and on the city website.
(b) 
The staff liaison of the HRAC will initially review all applications. Selected applications will be provided to the city council for review. City council will make appointments.

(a) 
All terms of office for all HRAC members shall be one year, with the option of applying for reappointment.
(b) 
The term of the ex-officio representative shall be as follows: The city staff member acting as liaison shall remain in that position for the duration of their employment with the city or until removed or replaced by the city manager.

(a) 
At the first meeting after being sworn into office, the HRAC shall elect officers to serve one year terms. All members are eligible for reelection to office during any subsequent reappointment to the HRAC. Officers shall consist of the following:
(1) 
Chair.
The person elected by the members of the HRAC who is responsible for running meetings, assisting in the development of agenda items, and helping all officers with their duties.
(2) 
Vice-chair.
. The person elected by the members of the HRAC who is responsible for running meetings when the chair is not present and helping all officers with their duties.
(3) 
Secretary.
The person elected by the members of the HRAC who is responsible for taking minutes and making sure the HRAC city staff liaison has the updated minutes.
(b) 
The HRAC shall adopt rules and regulations governing its procedures (bylaws) and will ensure that they are maintained.
(c) 
The HRAC shall meet once each quarter on a Monday at a regularly established time and date. All meetings of the HRAC shall be conducted consistently with the city charter and the city code. The historical society committee may meet at any time.
(d) 
A quorum shall consist of a simple majority of members.
(e) 
All HRAC meetings and records shall be public, subject to applicable state law.

Any member who is unable to attend a meeting shall notify the staff liaison in advance of the meeting, stating the reason for his or her absence. HRAC members are permitted three unexcused absences from regular meetings. Excessive absences will cause a member's appointment to be reviewed by the HRAC officers and ex-officio staff, with a potential presentation to the city council for action to remove.

Members of the HRAC, other than the ex-officio representative, may be removed by the city council for inefficiency, excessive absence, or other neglect of duty.

Vacancies occurring on the HRAC, other than through the expiration of a term, shall be filled by appointment by city council. The original applicant pool for that year's HRAC should be the first source for such a replacement; otherwise, new applicants may be recruited.

All revenues derived from fundraising or other means associated with the HRAC, which are under the direct control of the city, shall be maintained by the city and deposited to the appropriate fund for utilization in support of HRAC related activities to the extent of citywide needs as determined by the city council during the annual budgeting of funds for all city departments.
