A. 
"Person"
means a natural person, firm, partnership, association or corporation.
B. 
"Person in charge of property"
shall mean an agent, contract purchaser, lessee, occupant, or person, other than the owner, having possession or control of the property. In the case of property subject to foreclosure as a result of bankruptcy or default of the legal owner, the city may deem the "person in charge of the property" to be the person, other than the legal owner, who has a primary lien, security, or mortgage interest in possession or control of the property or who is the deed of trust beneficiary of the property.
C. 
"Property owner"
shall mean the owner of record according to the Benton County tax assessor's office.
D. 
Person Responsible. The person responsible for abating a nuisance shall include:
1. 
The owner.
2. 
The person in charge of property, as defined in subsection (B) of this section.
3. 
The person who caused to come into or continue in existence a nuisance as defined in this chapter or another ordinance of this city.
