A.
The City Council may, by adopting a resolution by majority vote of the members of the City Council, establish appropriate fees and costs for the following listed goods and services provided by the City, which fees and costs shall be paid for by the users of or applicants for said goods and services:
(1)
Liquor license occupation fee.
(a)
The City of Papillion hereby adopts the liquor license classifications as determined by the Nebraska Legislature as set forth in Neb. Rev. Stat. § 53-124, and as amended in the future.
(b)
Any person, firm or corporation which holds a liquor license issued pursuant to the Nebraska Liquor Control Act, Neb. Rev. Stat. § 53-101 et seq., shall pay an occupation tax in an amount equal to 1 1/2 times the liquor license fee as set forth in Neb. Rev. Stat. § 53-124, or as amended in the future. In addition, the holder of an entertainment district license shall pay an additional occupation tax in an amount equal to 1/2 of the said liquor license fee. The occupation taxes provided for in this subsection shall become effective upon passage of the City Council resolution approving the related license.
(c)
Such occupation tax shall be due and payable upon the initial application for and issuance of a liquor license and upon the annual renewal anniversary thereof and shall be based on a 12-month annual basis; said occupation tax shall be prorated on a quarterly basis depending upon the date of the application for a liquor license.
(2)
Liquor license renewal fee;
(3)
Administrative fees, including but not limited to fees for: rental and lease agreement payments, pet licenses and animal fees, all photocopy fees, returned check/insufficient fund fees, bingo license, keno license, handicapped parking, construction and other business fees;
(4)
Capital facilities charges;
(5)
City property uses, including but not limited to fees for: lease and rental of City property, special use permits;
(6)
Code enforcement fees, including but not limited to fees for: sidewalk cleaning or excavation, property remediation, storage, mowing, refuse collection;
(7)
Door-to-door sales, mobile vendors, peddlers and hawkers, facility use and event permits;
(8)
Fire Department fees, including but not limited to fees for: ambulance services, lift assist calls, reports, permits;
(9)
Fireworks sales permit fee;
(10)
Golf car vehicle registration;
(11)
Golf courses: Eagle Hills and Tara Hills green fees;
(12)
Public Works related fees, including but not limited to fees for: grading permits, grading permit or stormwater management violations, plans review, Arterial Street Improvement Program (ASIP), sidewalk or driveway reconstruction including curb cuts, utility easement location, inspections, One-Call services;
(13)
House and building related permit fees, including but not limited to fees for: moving, constructing, or demolishing a structure; construction repair, inspections;
(14)
Library fees and fines as set by Library Board (fees available at Sump Memorial Library);
(15)
Memorial permit fee;
(16)
Oversized/overwidth/overweight permit fee;
(17)
Recreation Department fees, including but not limited to fees for: outdoor athletic field, Papillion Landing Community Recreation Center, Papillion Landing Field House, Papio Bay Aquatic Center, Special Services Minibus, other recreational programs and facilities fees;
(18)
Parks Department Fees, including but not limited to fees for: park shelters and City Park bandstand rental, Walnut Creek Lake Recreation Area, SumTur Amphitheater rental or use;
(19)
Parking violations and handicapped parking fees;
(20)
Engineering, Planning, and Zoning fees, including but not limited to fees for: subdivision platting and filing and amendments thereto, amendments to other Planning documents and applications, subdivision agreements, change of address application, zoning application, plans review and approval, variance applications, inspections, annexation requests, floodplain development and management;
(21)
Police Department fees, including but not limited to fees for: alarm registration, false alarm, handgun purchase certificates, background checks, and reports;
(22)
Fire Marshal fees, including but not limited to fees for: plans review, inspections, sprinklers;
(23)
Refuse operator collection fee;
(24)
Sewer and water related fees, including but not limited to fees for: usage rates, connection fees, sewer service, storm water management, water meters, water service, water hydrants, water tap and inspections, water well, utility turn on or termination, inspections;
(25)
Tobacco license;
(26)
Wireless telecommunications facilities fees;
(27)
All other fees, rates, including taxes, or Code violation fines, charged in the normal course of business, separately authorized or required by Nebraska State Statute or City Ordinance or approved City contract or agreement not expressly included herein.
