The purpose of this chapter is to establish general site development standards in regard to landscaping, off-street parking and loading, pedestrian access and circulation, and grading requirements.

Each chapter within the Community Design Standards contains an applicability statement for those specific standards.

The review body shall consider modification of certain site related development standards of this article specified below. These modifications may be approved in conjunction with a Type II, III or IV review process.
A. 
Applicability.
1. 
This process shall apply to modifications to:
a. 
Vehicular access and circulation in Section 16.41.030;
b. 
Pedestrian access and circulation in Section 16.41.040;
c. 
Landscaping standards in Section 16.42.030;
d. 
Fencing, walls, and screening in Section 16.42.060;
e. 
Shared outdoor recreation areas in Section 16.42.080;
f. 
Off-street loading facilities in Section 16.43.050;
g. 
Mobile home parks in Section 16.44.045;
h. 
Special standards for neighborhood commercial uses in Section 16.44.080; or
i. 
Industrial design standards in Section 16.48.010
2. 
Modifications that are denied may be requested as a variance process pursuant to Chapter 16.71, as applicable.
3. 
Rather than a modification, applicants may choose to apply for a variance through the variance process pursuant to Chapter 16.71, as applicable.
B. 
The review body may approve requested modifications if it finds that the applicant has shown that the following approval criteria are met:
1. 
The physical characteristics of the site or existing structure (e.g., steep slopes, wetlands, other bodies of water, trees or other significant natural features of the site, buildings or other existing development, utility lines and easements, etc.) make compliance with the standard impractical.
2. 
On balance, the proposal will be consistent with the purpose of the standard for which a modification is requested.
3. 
The modification will result in a development that better meets the intent of the standard.
