A. 
Speed limit of 15 miles per hour is hereby established for the entirety of the parking lot of the Otto Bruyns Public Library of Northfield.
B. 
All vehicles parking within the parking lot of the Otto Bruyns Public Library of Northfield shall park only in properly designated areas and between the lines designating each parking stall.
Any vehicle parked or standing so as to obstruct or impede a normal flow of traffic, block entrances or exitways, loading zones, any grass area or pedestrian walkway or present in any way a safety or traffic hazard may be removed by towing the vehicle at the owner's or operator's expense.
No person shall park or stand a vehicle within the parking lot of the Otto Bruyns Public Library of Northfield between the hours of 12:00 midnight and 6:00 a.m.
Unless another penalty is expressly provided for by applicable New Jersey statutes, every person convicted of a violation of this article or any supplement thereto shall be fined an amount not exceeding $200.
